Cater November 15, 1996 <br />Re: 1996 Annual Reclamation Report <br />(e) Acres Seeded or Cultivated: <br />During the mid-term review in the spring of 1996, the <br />issue of availability of the approved seed mix was <br />discussed, and a revision to the permit was requested by <br />the Division. Follocaing months of discussion and <br />proposals, and with the window of opportunity closing for <br />seeding in the fall of 1996, an agreement was reached <br />with the Division for final seed mix and methods for the <br />Bear Creek and Lower Hubbard Creek Sites on September 30, <br />1996. Copies of the approval letter and the approved <br />plan are attached to this report. <br />An application for Technical Revision Number 27 was <br />finally submitted on August 22, 1996, following a site <br />visit by Dan Mathews of the Division on July 31, 1996. <br />Approval of Technical Revision Number 27 is still <br />pending, as issues remain unresolved. However, the basic <br />agreement reached on September 30, 1996 is expected to be <br />implemented in the final approved revegetation plan <br />resulting from Technical Revision Number 27. <br />Bear Creek, 3.0 acres, and Lower Hubbard Creek, 1.5 <br />acres, were fertilized with 300 pounds, 67 pounds per <br />acre, of 0-45-0 Super Phosphate on October 10, 1996, copy <br />of invoice attached. The final seed mix, see also copies <br />of seed mix invoice and seed tags attached, was <br />proportioned by weight and areas, and the seed was hand- <br />broadcast on October 11. The fertilizer and the seed mix <br />were incorporated into the soil, in accordance with the <br />plan approved September 30, by a combination of a <br />specially-built, rake-drag attachment to a D-6 dozer, and <br />hand raking on October 11. <br />During the following week, October 14 to 18, a wood fiber <br />mulch with tacifier was spread on the two sites with a <br />hydro-mulch truck. A total of 5,300 pounds, 1,767 pounds <br />per acre was sprayed on the Bear Creek Site. A total of <br />2,750 pounds, 1,833 pounds per acre was sprayed on the <br />Lower Hubbard Creek Site.
