4.1.5 Utilities <br />Location of WRN's power line, water well, natural gas, access road and other utilities are <br />shown on Figure 2-1. White River Electric Assoc. provides power to the site. The service <br />is supplied via the 2.5 mile transmission line from Horse Draw. Project water needs <br />continue to be met by the raw water well completed in May, 1990. Water from the well <br />is fed to the raw water storage tank at the plant which has a storage capacity of 100,000 <br />gallons (30,000 gallons of which is reserved for fire protection). The water is then <br />processed through the water softening system before use as process water; either as <br />plant water or as barren liquor makeup. <br />The project access road Hras completed in May, 1991, with the application of a double- <br />coarse chipseal cover. The road is 3.2 miles tong and 24 feet wide. The ROW was <br />•- assigned to Rio Blanco County by the BLM on December 13, 1991. During 1994, the Rio <br />Blanco road and bridge department resurfaced the section of road from county road 5 to <br />the plant with tar sand mi>ced with gravel. <br />Potable water is provided in bottles from off-site sources. Domestic sewage is handled <br />by a septic tank and a leas:h field system. Process instrument air is provided by an on- <br />site compressor. <br />Process heat is provided by two natural gas fired glycol heaters. The glycol (antifreeze) <br />• <br />18 <br />
