<br />Anthony J. Waldron December 1, 1995 <br />Re: 1995 Annual Reclamation Report <br />matters to develop. The Division approved Minor <br />Revision No. 31 on July 28. Pacific Basin Resources <br />plans to request the reclamation of the power line, <br />power line road, Upper Hubbard Creek site, and the <br />Lower Hubbard Creek culvert be delayed for the <br />Foreseeable future. <br />The Lower Hubbard Creek Fan Site was backfilled and <br />graded this year, beginning June 12 and finishing <br />September 9. Concrete foundations demolished in 1994 <br />required some minor additional blasting August 24. The <br />concrete and the portal structures were buried against <br />the slope with at least four feet of cover. The Lower <br />Hubbard Creek culvert was not removed, and the gravel <br />material was gathered and redistributed as a parking <br />area on the south end of the site as part of the public <br />use of the power line road. Of the 2.6 acres from <br />Reference Drawing E8-3357 3/3 for the Lower Hubbard <br />Creek Site, all but about 0.3 acres for the Lower <br />Hubbard Creek Hoist Site are considered to be <br />reclaimed. Backfilling and grading of the Hoist Site <br />is planned for 1996. <br />The landowner of the Bear and Lower Hubbard Creek <br />sites, the United States Bureau of Land Management, <br />sent five representatives to inspect the sites on <br />October 11. A representative of the Bureau of Land <br />Management was also shown the Bear Creek stream channel <br />repair work on November 9. <br />Information and discussions from the site visits will <br />be used in the Board Hearing and future revisions to <br />the reclamation plan. It is Pacific Basin Resources' <br />opinion the Bureau of Land Management likes the <br />reclamation work completed to date, and approves of the <br />variance to approximate original contour for the Bear <br />and Lower Hubbard Creek sites, as evidenced by the <br />letter of May 25, 1994 from Allan J. Belt, Area <br />Manager, Uncompahgre Basin Resource Area. <br />(d) Acres Topsoiled: <br />Since the Bear and Lower Hubbard Creek sites were <br />disturbed prior to August, 1977, no topsoil had been <br />salvaged, therefore, no topsoil was applied. <br />(e) Acres Seeded or Cultivated: <br />Due to the uncertainty of the Final reclamation plan <br />for both Bear and Lower Hubbard Creek sites, the sites <br />were not seeded with the final approved seed mix. <br />8 <br />
