Waldron December 1, 1995 <br />Re: 1995 Annual Reclamation Report <br />(2)(a) Acres Approved for Disturbance: <br />Area Acres <br />Total Previously Disturbed 69.5 <br />Elk Creek Coal Stockpile 2.3 <br />Total Acres <br />71.8 <br />Elk Creek Coal Stockpile will be constructed when coal <br />production and market conditions require additional <br />coal stockpile area. <br />(b) Other Reclamation Activities: <br />During 1994, removal of the substation at the Bear <br />Creek portal area was completed, the concrete <br />foundations within the excavation limits were <br />demolished by blasting at the Bear and Lower Hubbard <br />Creek sites, and the fence was removed from the Upper <br />Hubbard Creek site. During the fall, winter, and <br />spring of 1994 to 1995, public use of the areas was <br />monitored. This consisted of visual observations <br />during the weekly site visits. Tracks from vehicles, <br />such as pickups, ATVs, and snow machines, as well as <br />hoof prints from horses and people, were noted. <br />Following removal of the fence from the Upper Hubbard <br />Creek site, the area was made available for use as a <br />trailhead parking area, as outlined in the permit. A <br />meeting with Mike Ward of the Paonia Ranger District, <br />Gunnison National Forest, was held on-site on June 1, <br />1995. Pacific Basin Resources' planned request for <br />delay in the reclamation of the power line, power line <br />access road, Upper Hubbard Creek site and the Lower <br />Hubbard Creek culvert was discussed. <br />Mr. Ward was in agreement with using the entire pad as <br />a parking area, since neither the Forest Service nor <br />Delta County maintains the road beyond the pad. Delta <br />County discontinued maintenance following floods in the <br />mid-1980's, which washed out the road less than a mile <br />above the pad. Mr. Ward was concerned with access to <br />the area, and it was agreed to check with Delta County <br />on the limits of their right-of-way. <br />Mr. Ward also suggested the dirt road below the pad be <br />closed and reseeded. It was agreed to check with Delta <br />County, and the roadway would be closed and reseeded if <br />the County approved. Ralph Clark of the Delta County <br />road maintenance was contacted, and the County <br />considers the right-of-way, and their maintenance, to <br />10 <br />
