i ~ ~
' September 19, 1988
~i ' _. ._
REF: ~terting Special Review /1Z-17-88
dear "r. Zollner
~ ~ :'e would like, once again, to express our very sincere concerns about
the proposed gravel mining operation that would be located directly across
the road from us.
.s }•ou read this, please put yourself in our position and imagine a
gravel pit in your front door, your wife trying to keep up with the dusting,
' ..your asthmatic child trying to breathe, a surgeon trying to do sterile surgery;
an R~ working night shifts trying to sleep during the day, waking up to the
obnoxious noise of a crusher 5 days a week; your lawns, pastures and gardens
drying up due to the lack of water. Then ask yourself if your conscious will
' let you approv= this situation. -
1. 'n our opinion this is a form of inverse condemnation. We have done
' enough investigating d research to be knowledgable enough to knowtthat our
property value will decrease. Our Constitutional rights would be violated if
a governmental hody, that is established to protect our rights, voted to approve
something that will cause our property values or guality of life to diminish.
2. fur concern that the mining operation would lower our ground eater
[able, which it has done, proved real. Our well went dry on May 7, 1988 for
' [he first time ever. When we purchased the property we knew what the aster
table was and it has required very little attention to surface irrigation in
all of these years; however, this year I have all ready been required_to ir-
riga[e twice as much [o maintain the same level of growth as ever before. L
hope you can appreciate the additional effort required in the use of .a shovel
as opposed to "watching" the hay grow.
J. ?t the time of purchase of our property in 1?7 G, our u:idersta~ding
was chat Sterling Sand F, Gravel had sufficient mining property all re.3dy
under ownership ,S permits [o sustain their opera [ion until 2030. ':one of this,
[o my knowledge has been mined. SJfiy do we need to issue additional permits at
[his tire'
4. sncluding our rental properties we have invested approximatel•~ onc-
half million dollars in this area, i.f the property diminished in valu~a, the
307, that the real estate appraiser predicts that it will, that is a loss of
approximately X166,000.00. We are very concerned about our property value
' dropping as well as the ability [o rent our properties for as much as we can
now. ;.s our scenic view and farm like atmosphere are part of the attraction
we feel [hat the projected income we have from these properties would be
drastically effected.
;. from the front of our rental properties the hole in the grouncl would
' be approximately 250 feet in front of them.
