Mr. Basil Bear <br />Bear Coal Company <br />Page 2 <br />November 20, 1997 <br />that occurred during Mazch 1996. However, important data were missed both before <br />and after the slide occurred. These data aze temperature measurements for both the <br />upper and lower french drains and both FD-US and FD-LS. In addition, pH and <br />conductivity were not reported for FD-LS. As stated on page 2.04-306 of [he permit <br />document, field parameters include either flow or depth to water, pH, conductivity, <br />and temperature. If temperature data are available , please provide them in a revised <br />report page. If these data are not available, please provide an explanation as to why <br />these critical data were not collected and reported. <br />4. The mine water balance for the Bear No. 3 Mine is not clearly presented in the AHR. <br />The 1996 Water Consumption Report presented on page 10, the total consumptive <br />use discussed on page 11, and the Mine Water table presented on page 7 of the AHR <br />will require some clarification as discussed below. <br />Is the total consumptive use of water from the onsite well presented in the table on <br />page 10? Does the inflow listed on page 10 include the water imported to the mine <br />from the onsite well, or is the inflow listed on page 10 solely groundwater inflow to <br />the mine workings? The total amount of water in the mine (both imported and <br />groundwater inflow) less the amount consumed should be approximately equal to the <br />amount discharged. How does the Mine Water table presented on page 7 correlate <br />with the data presented on page 10? <br />Please cleazly demonstrate the mine water balance for the Bear No. 3 Mine on one <br />table. Please revise the 1996 Water Consumption Report to show an estimate of <br />water imported to the mine, the amount of mine inflow (groundwater inflow), the <br />amount of water consumed in the mine, and the amount of water discharged from the <br />mine. <br />As stated on page 2.04-30b of the permit document, Stipulation No. 32 requires that <br />amine workings map showing the source, quantity, duration, and quality of inflows <br />shall be required if there are measurable inflows to the mine during the year. The <br />location of inflow is shown on a map in Appendix A; however, the quantity, <br />duration, and quality of the inflows aze not provided. How was the inflow as <br />reported on page 10 measured with respect to quantity and duration of flow? Were <br />water quality samples taken and/or field water quality parameters measured? [f these <br />data are available, please provide them on a revised mine workings map. If these <br />data are unavailable, please provide an explanation as to why these data are not <br />collected and reported as required by the permit document. <br />6. Based on recent information concerning groundwater inflow and mine discharge <br />
