Lochhead <br />E.ecwivr Dvenor <br />Michael B Long <br />Drvnhmn Dbeaor <br />The Division has reviewed the 1996 Annual Hydrology Report (AHR) for the Bear Mine. The <br />frequency of data collection is in compliance with the approved monitoring plan contained in your <br />permit, with the following exception. Temperature data were not provided for the upper and lower <br />french drain sample locations for all sample dates, and pH and conductivity were not reported for <br />FD-LS on 7/17/96. <br />No significant anomalies in water quality data were observed based on a review of the 1996 report <br />and previous AHRs. As with the 1995 data, the 1996 continue to show higher conductivity and <br />salinity levels in the down gradient groundwatermonitoring well (AAl) as opposed to AA3. It also <br />appears that water quality data presented for the 1996 AHR generally show a slight increase in <br />conductivity and salinity levels for the downstream north fork sample station versus the upstream <br />sample location. <br />The Division has the following specific comments concerning the 1996 AHR: <br />The findings on page 3 of the AHR states specific percent increases and reductions <br />in constituentconcentrations for wells AA I and AA3. Please state the basis for this <br />analysis. Is this analysis based on 1996 data compared to 1995, or is this analysis <br />based on a comparison with baseline data. Please clarify this and provide a revised <br />report page. For future AHRs it would be helpful to present the baseline data along <br />with the water quality parameter tables presented on page 2. <br />2. Please describe the alternate sediment controls discussed at the bottom of page 4 of <br />the AHR. Provide a brief explanation of these controls in a revised report page. <br />The Division notes that Bear Coal Company (Bear) made a good effort to continue <br />monitoring the upper and lower french drains even after they were damaged in a slide <br />
