• Soil Balance and Replacement <br />The soil balance is calculated for Seneca II-W Mine by comparing the disturbance area that <br />requires soil replacement as of December 31, 1996 with the soil reserve in stockpiles. The <br />disturbance area for Seneca II-W Mine, shown on Drawing 2W96-2A, with exception to the tie- <br />across haul road, totaled 585.1 acres on December 31, 1996. No soil was salvaged or needs <br />to be replaced beneath the soil stockpile sites. Also, since Pond 005 (4 .8 acres), Pond <br />006 (7.9 acres), the Mine Entrance Aoad, Haul Road A, and Haul Road G are permanent <br />postmine facilities (11.2 acresl, soil will only be replaced on a portion of those roads <br />effectively narrowing them to 20 Eeet wide. Topsoil has been replaced on 128.9 acres of <br />disturbed area through December 31, 1996. Therefore, the to [al disturbance area requiring <br />topsoil ae of December 31, 1996 was ,432.3 ~a cres at the mine site and 916.6 acres for the <br />tie-across haul road. ~-~I ~i a ~~ _ °~`~I ~~ <br />`~' 93z.3 <br />Soil Replacement Thickness <br />The soil replacement thickness for the first five-year permit term was projected [o be 1.3 <br />feet for [he mine area and 0.7 feet Eor the tie-across haul road. The soil balance as of <br />• December 31, 1996 was calculated as follows: <br />Mine Area <br />Total disturbance area = 585 .1 acres <br />Permanent Facilities 6 Topsoil replaced = (152 .8)acres <br />Die turbance area requiring soil = 432 .3 acres <br />Sail in stockpiles (Table 96.1) = 527 .4 acre Eeet <br /> <br />Mean replacement depth = 1 .2 Eeet <br />Tie Across Haul Road <br />Disturbance area requiring soil = 36.6 acres <br />Soil in stockpiles (Table 96.1) = 69.7 acre- feet <br />Mean replacement depth = 0.7 feet <br />Hy dividing the soil available by the area requiring soil replaced, we arrive at the 1996 <br />soil balance thickness of 0.7 feet for the tie-across haul road and 1.2 feet for the mine <br />area. <br />• <br />4 <br />
