• four years to evaluate interactions between rooting depths and soil/spoil quality (Schafer <br />et al., 1979). <br />No soil or spoil samples were collected from shallow postmine soil pits during the 1996 <br />field season. The first 25 acres of permanent reclamation on final graded spoil was <br />completed during 1994. Therefore, sampling from shallow postmine soil pits will be <br />initiated during the 1997 or 1998 field season. <br />Soil Replacement Technique <br />The soil re/p la/cemen'tl) area Eor the 1996 field season is shown on Drawing 2W96-2B. Soil was <br />replaced on 2~~ctes of final graded slopes in the "A" pi[ area. Soil was direct hauled <br />from salv~gE,areae ahead of "A" Pit. Also, advance topsoil removal was placed into pile <br />"FF". <br />Soil Balance <br />SCC is submitting the soil balance with the Annual Reclamation Report as required by Permit <br />C~82-057, Tab 21, Pages 5, 32, and 33, and as recommended by Section <br />• 32.04.13(2) of Colorado's Regulations for Coal Mining. The soil balance is completed to <br />ensure soil is salvaged, stockpiled, and replaced as recommended and approved in [he <br />permit, and, if necessary, to readjust the soil salvage and redistribution thickness. The <br />soil information is also used to update the soil volume information previously submitted <br />with the 1995 Annual Reclamation Report (SCC, 19961 and confirm the mean soil replacement <br />thickness for the first Eive-year permit term. <br />Soil Salvage and Storage <br />The disturbance area from which soil was salvaged and the soil stockpile sites as of <br />December 31, 1996 are shown on Drawing 2N'96-2A. During 1996, soil was imported to <br />stockpile Site FF. Soil was relocated from Stockpile Site K and moved to Site CC. <br />The actual volume of soil salvaged and stockpiled from 1989 through December 31, 1996 was <br />determined by field survey of existing soil storage stockpiles. The base and existing <br />elevations for each stockpile were completed by the Seneca II-W engineering staff. The <br />stockpile volumes as of December 31, 1996 are listed in Table 96.1. As of December 31, <br />1996, 69.7 acre-feet of soil were stockpiled along the tie-across haul road and 527.4 a.re- <br />• feet of Boil were stockpiled in the mining area <br />3 <br />
