VI. SPILL CONTROL and SPILL REPORTING PROCEDURES <br />SPILLS OF PETROLEUM PRODUCTS AND HAZARDOUS SUBSTANCES <br />• MUST BE AVOIDED IN ALL CASES. <br />What constitutes a spill? Any amount of petroleum products or hazardous <br />substances that could directly enter Williams Fork River or the sewer system <br />is a spill and must be reported to the Environmental Affairs Manager. Any <br />petroleum product or hazardous substance that spills on the ground or other <br />surface area must be likewise reported. <br />Substances at the mill with a likelihood of spillage include diesel fuel, <br />phosphorus pentasulfide, antifreeze, sodium hydroxide (caustic soda), <br />transformer coolant (PCB), Coherex, mill water, and tailing. DO .NOT USE <br />YOUR OWN JUDGEMENT. Any substance, with the exception of clean, <br />untreated water, is a potential pollutant and should be reported to the <br />Environmental Affairs Manager. <br />FIRST RESPONSE TO SPILLED SUBSTANCES <br />ALL employees must be familiar with the following procedures in ca3se an <br />accidental spill should occur. <br />11) If possible, control the spread of the spilled material by constructing <br />. small expedient earthen berms, pits, or absorbent material barriers <br />between the spill and the nearest waterway (pond or creek). If the spill <br />is a hazardous material, stay back from the edge of the spill .a safe <br />distance unless you are wearing suitable protective clothing and are <br />trained in hazardous materials response procedures. Notify the <br />foreman in charge of the area, or in his absence notify any other <br />foreman about the spill. The foreman will initiate cleanup procedures <br />appropriate for the material that has spilled. Rocky Mountain <br />Catastrophe (RMCAT) is available as a resource to assist with a <br />cleanup. {Environmental personnel or management approval is needed <br />to ask for a response.) RMCAT's phone number is 1-800-930-00'I 1. <br />(2) If the spill is too large to be controlled or detained by small, expedient <br />berms, immediately notify the supervisor in charge of the area, or any <br />other supervisor {in his/her absence) who will contact the site <br />environmental contact and his/her superintendent and initiate the: spill <br />reporting procedures and commence control procedures for the spilled <br />material. <br />The Henderson Mill Incident Response Manual details a reporting procedure <br />to assist operations personnel and their supervisors in determining the <br />• regulatory implications of a spill. Before reporting a spill to the regulatory <br />authorities, this manual should be consulted by the spill responder's <br />supervisor. <br />Page 16 <br />
