We are also investigating the proper type of <br />compacting roller (specified as a "sheepfoot", in the permit) <br />to be purchased. This roller will be used in conjunction with <br />the FD-30 bulldozer. It will be purchased and brought into <br />operation prior to construction above the first 24" lift. <br />A Proctor and sieve analysis has been completed on our refuse <br />material in preparation for density tests once our first lift <br />is in place. <br />We now have, to date, a total of 61,819 tons of refuse placed <br />in sub-area number one. <br />Both the topsoil and subsoil piles for this area have been <br />seeded and are stable with vegetative growth. Removal and <br />stock piling of all organic material and topsoil prior to dis- <br />posal of refuse has been completed. <br />To the best of my knowledge, based upon my professional expertise, <br />the permanent refuse structure at the Deserado Mine is being <br />constructed in conformance with the prudent state-of-the-art <br />of coal processing waste bank construction. Further, the structure <br />is being constructed in compliance with the approved design, <br />as specified within Section III-20 of the approved permit docu- <br />ments and depicted on Maps 76, 77, 82 and 83. <br />I certify, based upon my field observations and professional in- <br />vestigations, as detailed here above, that the permanent refuse <br />disposal structure at Western Fuels-Utah, Inc., Deserado Mine, <br />located in Rio Blanco County, Colorado, is being constructed <br />in compliance with the design approved as a portion of Permit <br />No. C-O18-81, issued by the Colorado Mined Land Reclamation <br />Division. <br />Respectfully, <br />~~/ <br />~~f b~' ~ • EiG~ti ~ <br />M.~hae~ J.
