Di:ut. of t;atural Resources <br />RE: Professional Certification Document for the Coal <br />Processing Waste Bank on Deserado Mine Property, <br />Bonanza Power Project - File No. C-018-81 <br />Dear Mr. Gillis: <br />On February 19, 1985, I performed an inspection of the Deserado <br />Mine refuse pile sub-area. <br />I am a professional engineer registered in the State of <br />Colorado and my experience fulfills the requirements of Colorado <br />Surface Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure <br />proper construction of the refuse pile and to satisfy the <br />requirements of Rule 4.09 1(11) of the Colorado Mined Land <br />Reclamation Board. In completing my certification, I have conducted <br />an inspection of the refuse sub-area 1 pile and construction <br />site. <br />There are no apparent points of seepage in the pile, and there <br />is no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No <br />subdrain system is required by our permit, since geotechnical <br />investigation for the disposal site revealed no ground water <br />present. Permanent out slopes have not yet begun to be built. <br />We are currently constructing our first lift with horizontal <br />layering and progressing from South to North in order to maintain <br />Desnado Mine <br />P.O.
