LLC <br />The mining, plant operations and reclamation activities for each phase are <br />described in the sections below. <br />Phase 1 <br />The Applicant will erect the concrete batch plant, maintenance facilities and set- <br />up the office in Area 2. The initial aggregate plant site in will be stripped of <br />topsoil and overburden, prior to erecting the processing equipment. The <br />recycling plant will be erected on stripped ground. The initial mining in Area 1 will <br />be to enlarge the exi:;ting pond at the southern end of the property for use as <br />process water and frE:sh water ponds. These materials will be stockpiled for later <br />processing. Strippincl of areas in the south-central portion of Area 1 will allow the <br />excavation of de-watering ditches, sediment and sump areas, and setting the <br />pumping systems. Overhead powerlines will be constructed to provide power for <br />the electric de-watering pumps and plant equipment. The initial mining the first <br />year will leave a minimum of 200 feet from the river's top of bank, to allow the <br />construction of the slurry wall later in Phase 1. Mining of Area 1 will progress <br />northward during Phase 1. After the slurry wall is constructed, mining with a near <br />vertical face can be completed in Area 1. This final mining in Area 1 within 200 <br />feet of the river will be' in accordance with the Low Water Season Mining & <br />Reclamation procedures, described in detail in the following section. This will <br />allow concurrent backfill of slopes with overburden being stripped during the next <br />phase. The recycle plant may be relocated to the pit floor in the southern portion <br />of Area 1, when there is sufficient room. <br />Low Water Season Mining and Reclamation Procedures. <br />Final mining in areas within 200 feet of the river-side top of bank, will only occur <br />after September 1 when the water flows of the South Platte River have subsided. <br />Reclamation and pit-slope protection will be completed before April 15, the <br />beginning of the high water season for the Platte River. These procedures will <br />maximize resource recovery for the property, while complying with Urban <br />Drainage and Flood Control District's requirements for Gravel Mining Activities. <br />The topsoil and overburden in the areas between 50 feet and 200 feet of the top <br />of the river bank in Area 1 will be stripped before the beginning of the Low Water <br />Season. This will expedite mining and backfill operations. All work in Area 3 will <br />occur during the Low Water Season, previously described. The Applicant will <br />mine the remaining sand and gravel to within 50 feet of the low water channel <br />bank, and backfill to grade. Pit slope protection will consist of recycled wncrete <br />rubble, processed and placed according to UDB~FCD's recommendations. <br />Continued stripping operations in Area 1 will coincide with Low Water Season <br />reclamation by placing the overburden materials directly as embankment and <br />slope backfill. A 100 foot minimum offset from the proposed slurry wall <br />alignment will be maintained along the eastern side of Area 1 during mining <br />operations prior to slurry wall construction. The de-watering trenches in Area 1 <br />will be extended to support dry-mining operations as the excavation proceeds <br />northward.
