Banks and Gesso. LLC
the temporary seed mix referenced in Table E-1, -Table E-3. During subsequent
stripping operations, 'the Applicant will spread topsoil stripped from one area
directly on other areas being con-currently reclaimed.
Since the site will be reclaimed as a water storage reservoir, excess topsoil will
be sold and weathered shale materials excavated from the pit floor will be utilized
as slope backfill materials, whenever possible.
Water Diversions and Imaoundments
Stormwater from all areas of surface disturbance will directed toward the mine's
dewatering systems, by grading and shallow ditches. After the water is clarified
' and the sediments collected, the water will be discharged to the South Platte
River. A CPDS permit will be obtained for the dewatering operations.
' Aggregate processing water will be separate from the de-watering and
stormwater systems. With evaporation and product moisture losses, there
should be no need to discharge processing water. Moreover, some de-watering
discharges will be diverted back to the processing water system. The silt pond at
the southern end of the property will be maintained below existing grades, so that
any precipitation will tie retained in this area.
1

1
1

1
1

De-watering quantities will increase as the initial excavation enlarges and
approaches the river, before the first phase of the slurry wall is constructed. The
quantities of groundwater pumped should then decrease, with gradual increases
occurring as the mining area expands again. When the final phase of slurry wall
construction is completed, the dewatering quantities will once again decrease
and continue to do so until the residual groundwater in the deposit is pumped
out. While the amount of seepage allowed by the State Engineer's performance
standard could be more than double the annual net evaporative loss, we
anticipate a net loss of water between seepage and evaporation, on an annual
basis. The Applicant will secure outside sources of water to account for losses in
the aggregate processing operations.
Timetables for Mining and Reclamation Operations
The mining and the start of reclamation operations anticipated by the Applicant,
dependant on market demand are summarized below:
Phase `(ear Mining in
Area Mined
Acres Reclamation
in Area
1 1-5 1,3 28.8 1,3
2 6-7 2,3 6.2 1,3
3 8 NA NA 1 & 2
Speer Mining Resource
Asphalt Specialties Company, Inc
99035
February, 2000
