Banks and Gesso, LLC <br /> Groundwater Monitoring <br /> <br /> 1. Five monitoring wells have been installed on the property. These wells <br /> will provide a baseline of groundwater depths/elevations in the area before <br />' mining, and during dewatering operations. <br /> 2. Applicant will take monthly groundwater measurements of these wells and <br /> continue until tYie end of the reclamation process. <br /> 3. Applicant agrees to measure nearby shallow wells, with the well owners <br /> permission, assuming reasonable access for measurement physically <br /> exists at each well facility. <br />' 4. Groundwater records will be maintained in the on-site office, and available <br /> for public reviev/ during normal business hours. <br />' Mitigation Program <br />1. Based on the groundwater measurements, the Applicant agrees to notify <br />' any well owner of significant groundwater drops due to mining, that may <br />affect the performance of that well. A significant drop would be three feet <br />lower than the seasonal low for a well. The intent is to notify the neighbor <br />' in advance of a potential problem, and begin working together on a <br />solution. <br />2. The Applicant agrees to mitigate the temporary effects of the dewatering <br />' operations on tFle subject well, using reasonable and cost-effective <br />methods. <br />3. Mitigation techniques may include providing water, if required, <br />construction of .a recharge facility and conveying water to it, altering the <br />mining and reclamation sequence in that particular area of the site, etc. <br />Since the solutions tend to be unique to each well location, the Applicant <br />prefers to reserie some flexibility in selecting the mitigation technique to <br />be implemented. <br />' Consumptive Use of Water <br />Consumptive use of water will be through dust suppression in the plant area, on <br />' the interior haul road, <Ind through evaporative loss from stockpiles and alluvial <br />groundwater exposed due to mining. The total annual depletion of South Platte <br />River water due to the:;e factors will be 30 acre-feet for the first year and 42.0 <br />acre-feet per year for the remainder of the mining process. An annual <br />accounting of the consumptive use of the mining operation's water needs is <br />required to be submitted to the State as part of the Substitute Supply Plan. A <br />more complete description of the consumptive use of water by this operation is <br />contained in the "Temporary Substitute Supply Plan" which is will be submitted to <br />the Colorado Division of Water Resources. <br />Speer Mining Resource ZZ 99035 <br />Asphalt Specialties Company, Inc July 24, 2000 <br />
