' Banks and Gesso, LLC
8.0 Surface Water, Ground Water, and Floodplain Permit
'
This section describes the existing water features in and nearby the proposed
mining permit area, potential impacts on water resources due to mining, and
water requirements for the project. Local surface water features in the vicinity of
the project are shown on the Site Plan Map. A Gravel Well Permit and
Temporary Substitute Supply Plan has been submitted to the Colorado State
' Engineer for approval. Most of the permit area is located within the 100-year
floodplain of the South Platte River and a Floodplain Permit will be submitted to
Adams County for approval.
' "
"
Mining will be by the
city mining
method, pumping alluvial groundwater from
within the areas to be mined. Mining will expose approximately 7.0 surface
acres the first year anti 11.0 surface acres the second year and will slowly
decrease every year after the second year, for the duration of the operation.

Surtace Water
' The nearest major watercourse is the South Platte River, which flows along the
western edge of the pelrmit boundary. Final discharge from dewatering the
excavation areas of the permit site will be to the South Platte River. Prior to any
' discharge activity to the South Platte River, the operator will obtain a CPDS
Permit.
Groundwater
Wells adjacent to the property are a mix of both alluvial and bedrock wells. It is
not believed that any of these wells are the primary source of domestic drinking
water, as South Adams Water District supplies taps to this area.
' Three alluvial wells area owned by the applicant and located within the permit
area. Two of these wells have historically been operated for farm irrigation and
will be maintained for vvater for the aggregate and hatching operations, as well as
' for replacing evaporative depletions incurred during Phase I of mining (for as
long as these wells are producing). A "change in use" application for these wells
will be processed through the State Engineers Office. The remaining well is of a
lower pumping capacity and will continue to be domestic. Phase II of the
operation will mine through the three wells and they will no longer be needed.

1
The applicant has installed five groundwater observation wells, at the locations
shown on the Site Plan Map. The applicant has begun a baseline of
groundwater depths/elf:vations in the area before mining, and to continue during
de-watering operations, groundwater monitoring will continue for the duration of
the operation, will be maintained in the on-site office. The following groundwater
monitoring and mitigation plans will be implemented.
Speer Mining Resource z~
Asphalt Specialties Company, Inc
99035
July 24,2000
