1

1

1
1

1
1
1
Banks and Gesso, LLC
Mining will begin on the upstream portion of Area 3. This will enable the
installation of pit-side protection as part of the initial backfilling operations. The
vegetation will be stripped, salvaging as many trees to transplant into un-mined
areas, or backfilled areas after reclamation begins. The remaining material
above the water table will be removed with various excavation equipment to
approximately two feet above water. The rest of the material will be wet-mined
with a large hydraulic ~sxcavator or dragline. The wet mining will occur along
slots, running west to east. Western mining limits will be set at a minimum of
100' from the ordinary high water mark, as designated by the Corps of
Engineers, or five feet from the property line. Mining in these slots will progress
eastward, until significant roots are encountered from the large trees at the toe of
the river bank, as designated by Urban Drainage and Flood Control District. This
zone of tree roots (approximately at the drip line) will become the eastern mining
limit. Trees in the interior will be removed or transplanted, while protecting all
significant trees along the mining limits. Overburden materials stripped from
Area 1 will be pushed into the upstream side of the slot to begin concurrent
backfilling operations, to within a foot of desired grade. The Applicant requires
sufficient distance beriveen the toes of mining and backfill slopes, to prevent
contamination of the r<aw material being extracted.
Per Urban Drainage and Flood Control District's recommendations, the Applicant
commits to not having more than one acre of exposed water during mining
operations in Area 3, to minimize the volume of pit that could potentially cause
headcutting, should high floodwaters overtop the mining limits. Pit slope
protection near the large trees defining the eastern mining limit of Area 3 will
consist of recycled concrete rubble, processed and placed according to
UD&FCD's recommendations.
' Phase 2
After Area 1 and Area 3 have been mined, the buildings in Area 2 will be
removed in preparation of wet-mining. Concurrent mining of Areas 2 and 3 will
provide the Applicant ~a source of raw material to process during the high water
' seasons.
' Phase 3
After all materials have; been mined, all processing equipment in Area 1 will be
' removed to facilitate final reclamation of these areas. The eastern slope of Area
1 and the backfill to grade in Area 2 will consist of shale materials excavated
from the floor of Area '1. Stockpiled topsoil materials will complete reclamation
' earthmoving requirements. Final grading and scarification will prepare reclaimed
lands for seeding.
' Speer Mining Resource ~~ 99035
Asphalt Specialties Company, Inc July 24, 2000
