The initial aggregate plant site in will be stripped
of topsoil and overburden, prior to erecting the processing equipment. The
recycling plant will be erected on stripped ground. The initial mining in Area 1 will
be to enlarge the existing pond at the southern end of the property for use as
process water and fresh water ponds. These materials will be stockpiled for later
processing. Stripping of areas in the northern portion of Area 1 will allow the
excavation of de-watering ditches, sediment and sump areas, and setting the
pumping systems. Powerlines will be constructed to provide power for the
electric de-watering pumps and plant equipment. Subsequent mining of Area 1
will progress southwan~ during Phase 1. Mining with a near vertical face will
occur in Area 1, followed immediately by slope backfill as soon as the mining
limits have been reached. This will allow concurrent backfill of slopes with
overburden being stripped during the next phase. The recycle plant will be
relocated to the pit Hoer in the southern portion of Area 1, when there is sufficient
room.
Area 3 Mining and Reclamation Procedures
' The procedures described below were developed in conjunction with Urban
Drainage 8 Flood Control District after numerous meetings on how to mine and
reclaim Area 3, while minimizing the risk of headcutting in the South Platte River.
' The proposed reclamation will enhance the quality of wildlife habitat in Area 3,
which will be placed in a conservation easement after mining operations are
completed. These procedures will maximize resource recovery for the property,
while complying with Urban Drainage and Flood Control District's requirements
' for Gravel Mining Activities.
' Speer Mining Resource 9 99035
Asphalt Specialties Company, Inc July 24, 2000
