' Banks and gesso, LLC
1 (b) Earthmoving Operations
' Earthmoving operations will begin with general site cleanup, removing fences
and incidental agricultural refuse, with appropriate disposal methods. Trees,
shrubs and other excess vegetation will be grubbed and removed, prior to
' stripping operations. 1'he topsoil first stripped will be initially stored and stockpiled
for future reclamation. Stockpiles remaining for over one year will be planted with
the temporary seed mix referenced in Table E-3. During subsequent stripping
operations, the Applicant will spread topsoil stripped from one area directly on
other areas being concurrently reclaimed.
Since the site will be reclaimed as a water storage reservoir, excess topsoil will
be sold and weathered shale materials excavated from the pit floor will be utilized
as slope backfill materials in Area 1, whenever possible.
1
Water Diversions and Impoundments
' Stormwater from all areas of surface disturbance will be directed toward the
mine's dewatering systems, by grading and shallow ditches. After the water is
' clarified and the sediments collected, the water will be discharged to the South
Platte River. A CPDS permit will be obtained for the dewatering operations.

1

1
1
Aggregate processing water will be separate from the dewatering and stormwater
systems. With evaporation and product moisture losses, there should be no
need to discharge processing water. Moreover, some dewatering discharges will
be diverted back to the; processing water system. The silt pond at the southern
end of the property will be maintained below existing grades, so that any
precipitation will be retained in this area.
Dewatering quantities will increase as the initial excavation enlarges and
approaches the river, before the first phase of the clay liner is constructed. The
quantities of groundwater pumped should then decrease, with gradual increases
occurring as the mining area expands again. The Applicant will secure outside
sources of water to account for losses in the aggregate processing operations.

Speer Mining Resource
Asphalt Specialties Company.
