<br />Banks and Gesso, LLC <br /> <br />1 <br />storage, wetlands and wildlife habitat. The 3 acre area may be used as a <br />building site subject to subsequent land use approvals. The Reclamation Plan <br />assumes the cost for restoration of the mining areas as a reservoir, wetlands and <br />wildlife habitat. <br />' (a) Mining Methods <br /> The Applicant proposes to dry mine the majority of the property, with wet mining <br />' methods utilized in Areas 2 and 3, which will be outside the compacted clay liner. <br /> The initial mining will occur near the northern part of the property, progressing <br />' south toward the mining limits. The construction of the compacted clay liner will <br />begin as soon as sufficient area is available to begin slope backfill operations, <br /> The Applicant will construct the compacted clay liner concurrently with mining <br />' operations to minimize groundwater impacts on the adjoining properties. Initial <br />mining operations will include stripping, excavation of dewatering trenches and <br /> expanding the existing pond at the southern end of the property for process <br /> water systems. After the topsoil has been stripped, the raw material will be <br />excavated with front-end loaders. The material may be loaded on a field <br /> conveyor in the mining area and conveyed back to the processing area or some <br />' materials may be excavated with scrapers or off-road haul trucks. The material <br />near the bedrock may be pushed up with a bulldozer, for subsequent handling <br /> with the front-end load°rs. <br /> <br />Il <br /> <br /> <br />1 <br /> <br /> <br /> <br /> <br /> <br />The mining sequence proposed by the Applicant dictates that the small area near <br />Old Brighton Road will not be enclosed by the clay liner. To eliminate the <br />potential groundwater impacts dry mining this area could have on nearby wells, <br />the Applicant will wet mine this area. The mining site will be stripped of any <br />remaining topsoil and overburden. The upper raw materials will be "benched <br />down" to near the groundwater table with front-end loaders. This technique will <br />allow a large hydraulic excavator or dragline to mine the remaining materials to <br />the shale. The wet materials will be windrowed to drain, prior to subsequent <br />handling by front-end loaders. Some raw material may be loaded directly into <br />off-road haul trucks for transportation to the processing plant, but these quantities <br />are also expected to be minimal. The Applicant wishes to retain the option of <br />using a dragline to wet-mine the area, which would have the ability to mine to <br />shale from the strippec surface in one pass. <br />Wet-mining operations would be utilized in Area 3, subject to Area 3 Mining and <br />Reclamation Procedun~s described later in this section.
