Ms. Christine Johnston
Mountain Coal Company
Page 9
August 23, 1996
define the monitoring program and identify additional samples collected, if
any.
7. The Division acknowledges that sampling and analysis of nineteen additional
springs and one well was initiated in WY 1994. However, it needs to be
stated very clearly in text what was required for the 1994 Water Year
according to the approved monitoring program. Table 1.3-1 is not consistent
with what is described in text for spring sampling. Under Spring Water
Monitoring on page 4 it states that "twenty-six spring stations were sampled
throughout WY 1994" and Table 1.3-1 shows 23 springs sampled. Following
MR 102 (decision date 10/28/93) there were 9 springs in the required
monitoring program including: G-]2, G-14, G-]6, G-22, G-24, G-26B, G-la,
G-20, and CR-12. On page 4 under Spring Water Monitoring and on Table
1.3-1 please differentiate between required spring sampling stations and those
springs sampled as part of baseline data collection. Please submit revised
report pages.
8. The following analytical data are missing from the spring monitoring data in
Appendix F, Table F-1.
• Turbidity data is missing from the 04/18/94 sample for spring G-la.
• pH, specific conductance, and TSS data are missing for spring G-26B
for two of three required sampling rounds.
• Spring G-20 was only sampled once for WY 1994 instead of the three
required sample.
Please provide an explanation why these required data were not collected or
if they are available provide them in a revised report page.
9. On page 7 under Groundwater Monitoring, please add text to indicate that
well SOM-127-H was sealed and abandoned prior to WY 1994 or remove
reference to this well from the text. Also please add a statement that JMB-12
was installed and sampled in addition to the required groundwater analyses
to collect baseline data for the Jumbo Mountain expansion. Please submit a
revised report page.
10. The Division commends incorporating the baseline minimum and maximum
values for spring water and groundwater with the analytical data presented for
