r
1
' San Luis Project - Plwe 11 Roue 1 I?zpansion Conawction Stator Report
' additional information to address these questions. This document has been prepared in response
to that request.

3.0 CONSTRUCTION PROGRESS
3.1 Earthwork
The earthwork contractor, Southway Construction, mobilized to the site on July 22, 1993.
' Initial construction began with clearing, grubbing and topsoil removal from the impoundment
expansion area and regrading of the interior slopes of the south dike adjacent to the south edge
' of the permit boundary. Construction of the north dike, located between the milllcrushing
facilities and the tailings disposal area, has been completed to the ultimate crest elevation of
8620 ft. These dikes are depicted on Figure 1 which presents the facility layout.
On August 23, 1993 BMRI received written approval for construction of the first 10 ft of
' embankment fill. Fill placement commenced on September 3, 1993. Initial construction
involving the first 10 ft of fill was completed on September 11, 1993. On September 7, 1993
' settlement mazkers were installed in the raise fill and daily readings were initiated. During this
period and a three week waiting period required by the Division, settlement mazkers installed
' beneath the crest of the embankment raise following placement of the initial lift of fill, 3 ft+/-,
have shown a maximum settlement of 0.5 ft which occurred during construction and no
significant differential settlement. Placement of fill in the embankment raise resumed on
October 4, 1993, but was terminated on October 8 after completion of one three foot lift of fill
and partial placement of a second three foot lift. Settlement marker locations and plots of the
settlements recorded are included in Appendix A. No signs of excessive settlement of the
tailings along the upstream tce of the raise, such as heaving or cracking, has been observed.
' The settlement markers have been and will continue to be surveyed daily during conswction.
The daily surveys will continue after construction until there is no movement (within
instrumentation limitation) for three consecutive days and will be monitored weekly thereafter
until no movement has been recorded for four consecutive weeks.
Five standpipe piezometers were installed beneath the crest of the main embankment starting
September 23, 1993 and completed on September 29, 1993. These piezometers were installed
' October, 1993 4 SRK Project No. 14725
