<br />San Luis Project - P1use II Rai+e I Expmsion Comwction $16LW Report <br />' Detailed records and data relevant to the overall construction activities are ma2rltained and will <br />be included in the final Construction Report as contemplated in Section 7.0 of the Fart}twork <br />Technical Specifications (Appendix F of the July 13, 1993 Phase II, Raise 1 Design Report). <br />Test data relevant to the issues discussed in this document are included to the extent that the <br />testwork has been completed and the data is available. <br /> <br />t 2.0 BACKGROUND INFORMATION <br />On March 23, 1990 the Mined Land Reclamation Boazd approved the San Luis Project Permit <br />Amendment for the design, construction and operation of a thin layer deposition tailings disposal <br />facility. The approved design called for an initial embankment construction Followed by two <br />' raises to the embankment during the life of the operation. Although the raises were part of the <br />approved permit, BMRI committed to provide field verification of the tailings disposal area <br />' performance and the feasibility of upstream construction to the Division prior to commencing <br />the construction activities. <br />' Construction of the initial embankment and disposal area commenced on July 9, 1990 and was <br />completed by July 1, 1991. A final Construction Report (July 1991) was prepared by SRK, the <br />' design engineer and construction QAfQC contractor, and submitted to the Division by BMRI. <br />Prior to beginning construction of the first raise, BMRJ submitted a notification letter to the <br />Division dated July 12, 1993 and included the Phase II Raise 1 Design Report in confirmation <br />of the approved design. The Division responded with questions on the Design Report. BMRI <br />t prepared responses and submitted them to the Division on July 28, 1993. The Division has <br />additional questions, but on August 19, 1993 verbally agreed to placement of the first ten feet <br />' of the embankment raise to occur while BMRI responded to the Division's remaining questions. <br />The embankment construction commenced on September 3, 1993. <br />' During the interim, BMRI and the Division have continued to work towazd addressing the <br />remaining questions. The first ten feet of embankment raise was completed on September 11, <br />' 1993. On September 30, 1993 BMRI presented information on the first ten feet of raise and <br />requested that additional construction be allowed. The Division inspected the site on October <br />' 1, 1993 and raised some questions about construction practices and requested that BMRI provide <br />' October, 1993 3 SRK Project No. 14725 <br />
