• 6.3.6 Historic and Scientific Values
Per the BLM, Record of Decision, WRN is required to avoid sites identified for potential
listing on the National Register of Historic Places (NRHP). No NRHP sites have been
identified in current or planned disturbed areas. If during operations, WRN or a contractor
discovers any cultural or fossil remains, the BLM Area Manager will be contacted
immediately and a plan to avoid or mitigate will be developed by the BLM and WRN.
6.3.7 Fish and Wildlife Mitigation
If any threatened or endangered species could be affected, conservation measures developed
through the Section 7 consultation process will be required. As a result of hazards associated
with evaporation ponds, an eight-foot fence was constructed to exclude deer, elk and cattle.
• Deer/vehicle collision reports are submitted to the BLM for evaluation of project impact (see
Section 6.2.2). Raptor nest sites were encountered during the 1994 - 2000 raptor inventory
sampling. BLM officials were notified and mitigation measures were formulated. An annual
raptor survey is performed in planned well field (See Section 6.2.3). WRN is responsible for
offsetting mule deer habitat losses associated with the project. WRN and the BLM, in
coordination with the Colorado Division of Wildlife, will appraise habitat losses, determine
habitat enhancement needs, and formulate methodology and implementation.
To date, WRN has re-seeded all disturbed areas as soon as possible each year. Heavy deer,
small mammal, and rodent use was noted on re-seeded areas. A forty-acre bum in sagebrush
92
•
