and organic matter. Salinity values (EC) are also very suitable for soil material. The
laboratory data indicate no fertilizer supplements will be needed for successful revegetation.
Soil Balance
The following soil balance information is submitted with [he Annual Reclamation Report as
recommended by Section 2.04.13(2) of Colorado's Regulations for Coal Mining. This soil
balance has been completed to ensure soil is replaced as recommended in the permit, readjust
soil redistribution thickness, if necessary, and update the soil volume information submitted
with the 1989 Annual Topsoil Balance and the 1990 Annual Reclamation Reports (PCC, 1989 and
PCC, 1991).
The updated soil balance information is based upon the January 31, 1992 reclamation progress
map and disturbance lines (see enclosed Exhibit 92.1), soil replacement areas outlined on
Exhibits 21.1 and 21-2, Volume 14 of Permit C-81-008, existing disturbance areas shown on the
enclosed Exhibit 92.2, and current volumes of soil contained in stockpiles.
Soil Salvage end Storage
• All suitable soil has been salvaged ahead-of-mining within the current Nucla Mine permit
boundary. About 0.4, 2.5 and 7.3 acre feet of soil is presently stored et three stockpile
sites, 2/3, 8 and 13, respectively (see Exhibit 92.2 for locations). The volume of soil
stored et site 2/3 has not changed since the pile was surveyed in 1983. Considerable soil vas
removed from Sites 8 and 13 for replacement on 59.4 acres of final graded land in Mining Area
1. The volume of soil currently stored et Sites 8 and 13 vas determined on Mey 21, 1992 by
spacing auger holes on a 100 foot grid over the entire stockpile area. A brief soil
description, including color, horizon, presence of caliche, end thickness, vas prepared et
each site to determine the thickness of stockpiled soil overlying undisturbed native soil.
The mean thickness of soil for ell auger sites et each stockpile wee multiplied by the
encompassing stockpile area to determine the volume of soil currently scored at sites 8 and
13. About 10.2 acre feet of soil remain et the three stockpile sites.
Soil Reol acement
Approximately 6.7 acre feet of soil is required [o be replaced on the existing disturbance
area (Category 1) shown on Exhibit 92.2. The remaining 3.5 acre feet of soil will be used, if
required, on an as-needed basis for repairing previously soiled areas or reclaiming the
facilities (roads, ponds, shop area) in Categories 2 end 3 shown on Exhibit 92.2.

4
