• SCC will continue to closely mo nito[ soil handling operations during the 1999 field season. <br />Only suitable sources of soil within the disturbance area will be salvaged to ensure the <br />reclaimed areas are restored to the desired postmine land uses. SCC will obtain variances <br />pursuant to Rule 4.06.22) and Permit C-94-082 whenever suitable soil cannot be salvaged <br />exclusLvely from any map unit because of equipment llmi Cations or operator safety concerns. <br />1998 Soil Replacement Thickness <br />SCC Is required by Permit C-94-082 and Se ct lon 4.06.4 ~2~~b~ of Colorado's Regulations for <br />Coal Mining [e document and record the soil replacement thickness for each reclamation <br />block using a minimum sampling intensity of one hole per five acres. The soil replacement <br />thickness information is used Co adjust soil salvage depths, if necessary, and for bond <br />release purposes. Soil replacement thickness was not measured during the 1998 field season <br />since no topsoil was replaced on graded spoil ir. 1998. <br />Soil Balance <br />SCC Ss submltting the soil balance with the Annual Reclamation Repo r[ as required by Pe rmlt <br />• C-94-OB 2, Tab 21, Pages 5, 25, and 26, and as recommended by Section <br />32.04.13(2) of Colorado's Regulations for Coal Mining. The soil balance is completed to <br />ensure soil is salvaged, stockplled, and replaced as recommended and approved in the <br />permlt, and, If necessary, [o readjust the soil salvage and red is[nbution thickness. The <br />soil lnformatlon Ss also used Co update the soil volume information previously submitted <br />ui[h the 1997 Annual Reclamation Report ~$CC, 1558 and confirm [he mean soil replacement <br />thickness for the first five-year permit term. <br />Soil Salvage and Storage <br />The disturbance area from which soil was salvaged and the soil stockpile sites as of <br />December 31, 1998 are shown on drawl ng Y9BTSREM. During 1998, all soil was imported to <br />stockplles D, F, G, R, I and K. <br /> The actual volume of soil salvaged and stockpiled from 7995 through December 31, 1998 was <br /> determined by field survey of exls[ing soil storage s[ockpl]es. The base and er.i sting <br /> eleva [tuns Eor each stock. pile were compl e[ed by [he Seneca II-w engineerin g staff. The <br /> stockpile volumes as of December 31, 1998 are listed in Table 90.1.
