<br />Yoast Mine 1998 Annual Reclamation Report <br />Digital Submission of 1990 Annual Reclamation Report. <br />Seneca Coal Company ISCC), in cooperation with the Colorado Division of Minerals and <br />Geology, submits the Yoast 1990 Annual Reclamation Report with maps on CD-ROM. The maps <br />are AutoCAD Version 14 dravi ngs and can be overlaid with 1997 submittals by inserting a[ <br />polo[ 0, 0. Also, an updated existing topography contour map is included on [he CD-ROM. The <br />MS Word Documen( on the CD is set up with hypeLteXt li.n$s [o quickly move through [he <br />document. <br />1998 Disturbance Area <br />The 1990 Annual Reclamation Report, drawing Y98TSREM, shoes [he limits of disturbance as of <br />December 31, 1990. The disturbance line as shown on thrs drawing depicts all disturbance <br />associated with the ml ni ng operation incl udir.g haul road and pond construction, topsoil <br />removal and storage, open pits, spoil piles, etc. The a[ea disturbed during 1990 totals <br />124.6 acres. <br />• Rackfllling and Grading <br />During 1398, SCC graded a pc rtion of the active pit spoil. This area totals 22.5 acres and <br />is shown on drawing Y98G RA D. DWG. <br />Soil and Spoil Monitoring <br />SCC is required by Pe[mit C-94-OB2 to monitor [he sal vaq e, sco rag e, and redistribution of <br />soil and spoil handling ope ra [ions at Yoast Mine. Specific programs include documenting <br />soil [ecovery, verifying soil redistribution thi cK ness, tleCermini ng frnal graded spoil <br />quality, determining soil fertility, ova Lua tinq plan[ roo[i ng characteristics, recording <br />the source of replaced soil, and completing an annual soil balance. The follcwi ng sections <br />present the soli and spoil moni to rl ng data for the 1938 calendar year. <br /> Soil Recovery Documentation <br /> Soil [ecovery was documented by daily observation by the grading fo[eman and pit <br /> supervisor. T his quality coot [ol information is used to verify soil salvage es[rmates <br /> predicted from the baseline soii survey, confi[m soil map unit types, justify salvage <br /> thickness, znd evaluate soil su~tabili[y.
