M. <br />Fremont County, Colorado <br />Comments: The coal processing waste bank was visually inspected and found to be in general <br />compliance with the CMLRD approved Reconstruction Plan for the Coal Processing Waste <br />Bank. The topsoiled and planted areas of the waste bank exhibit good plant growth. Top soil <br />from the expansion area remains in temporary stockpiles located on top of the waste <br />bank. Storm water runoff has caused erosion rills on the newly topsoiled and seeded area on the <br />South side of the waste bank. <br />Recommendations: Repair areas of erosion damage to the topsoiled and seeded cover within the <br />next quarter. Variation in the characteristics of the coarse and fine refuse materials are to be <br />expected, depending on changes in the mine geology and muting practices. The fine material <br />should be sampled and tested to identify an acceptable range of plasticity characteristics. When <br />high clay content material is encountered in the mining operations, it should be sampled and <br />compared with this range, with selective placement of high plasticity materials in the pile to <br />avoid adverse stability impacts. <br />Inspected by: David J.
