BOX 449 <br />FLORENCE, COLORADO 81226 <br />QUARTERLY INSPECTION REPORT <br />COAL PROCESSING WASTE BANKS <br />~1~'/.~,/ I /C'/, <br />FE£i ~ ( 1996 <br />l)iv/SjOr7 pr M7gerdrs a ~ .p upt. <br />Date of Inspection: September 11, 1995 <br />Waste Bank Identification: Primary Refuse Disposal Area <br />Waste Bank Location: Sec. 30, T20S, R69W, 6th P.M. <br />Fremont County, Colorado <br />Comments: The coal processing waste bank was visually inspected and found to be in general <br />compliance with the CMLRD approved Reconstruction Plan for the Coal Processing Waste <br />Bank. The topsoiled and planted areas of the waste bank exhibit good plant growth. Minor <br />water ponding was observed on the working area on the West side. Storm water runoff has <br />caused erosion rills on the newly topsoiled and seeded areas on the South side of the waste bank. <br />Soils Testing Results: Recent soils testing by others on 08/17/95 yielded the following values. <br />SoB Sample Plasticity Index Moisture Content <br />Type (optimum) <br />Coal washery fines (-3/8") Non-plastic 20.5% <br />Coarse refuse (-3/4") Non-plastic 16.7% <br />Comoaction Testing -Coal refuse. in-place Densities <br />In-place densities at four refuse pile locatiotu yielded the following results: <br />Depth Compaction Mange Moisture Content <br />Top 101.3% - 116.0% 07.7% - 11.8% <br />Bottom 70.4 % - 74.1 % 53.5 % - 59.3% <br />Recommendations: Repair areas of erosion damage to the topsoiled and seeded cover within <br />the next quarter. <br />Inspected by: David J.
