December 23, 1999
Page 2b'
• 5.9.1 Wnter Qtinlity Dnln
Water quality data will be compiled as each data point is acquired. The environmental
coordinator will review these data at each update. Once the ambient data has been assembled,
numeric protection levels and `practice-based' permit conditions will be established by the BLM
with respect to protection of the groundwater. In the event that corrective action is indicated, the
following sequence of procedures will be initiated.
1. The sample(s) will be submitted for re-analysis to all reporting laboratories.
2. Samples will be recollected and submitted for analysis.
3. If the preceding two corrective action items (Nos. 1 and 2) fail to yield reproducible
results, the data will be invalidated.
In the event that a sample was lost or destroyed, Item 2 of the corrective action sequence
would be initiated.
This corrective action sequence will be followed for all water quality parameters.
Detection of elevated BTEX or oil and grease concentrations in the process stream (Section 5.1)
• that exceed the baseline concentrations (established during the 5-quarter baseline monitoring
period) by 1000 mg/I (0.1 %) would signal the potential for destructive distillation of oil shale. If
data excursions of this magnitude or greater are detected, the cavity temperature will be reduced to
300°F until i[ is evident that distillation of oil shale is no longer occurring.
5.9.2 Change i~r HyArostntic Pressrrre a! 1lre Disso/rrtiort Strrjnce
The hydrostatic pressure at the Dissolution Surface will be reviewed as data are acquired.
Once the ambient data have been assembled, numeric protection levels and `practice-based' permit
conditions will be established by the BLM and American Soda. Significant deviations from the
established baseline, that cannot be attributed to ambient or external conditions, will be cause to
initiate corrective action procedures. The following sequence of corrective action procedures will
be initiated.
1. Notify the BLM and the EPA, within the next BLM working day, that the
corrective action sequence of procedures for change in hydrostatic pressure at the
Dissolution Surface has been implemented.
2. Evaluate the integrity of the pressure transducer.
• 3. Evaluate other Dissolution Surface hydrostatic monitoring systems.
4. Evaluate the mass balance of the production wells in the area.
Agapi[o Associates, Inc.
