<br />5. This source shall be limited to a maximum throughput as listed below and ap other activities,
<br />operational rates and numbers of equipment as stated in the applicatan. ); Compliance with
<br />annual limits shall be determined on roiling twelve (12) month total. Monthly records of the actual
<br />throughput shall be maintained by the applicant and made available to the Division for inspection
<br />upon request. (Reference: Regulation 3, Part 8, III.A.4)
<br />Hauling of coal shall not exceed 10,000 tons per day, and 2,000,000 tons per year.
<br />Processing of coal shall not exceed 16,000 tans per day, and 2,000,000 tons per year.
<br />l:oal stockpiles shall not exceed a total of 0.69 ages
<br />6. FJrmissions of air pollutants shall not exceed the following Wmitations (as calculated in the Division's
<br />preliminary anaysis): Compliance with annual limits shall be determined orm rolling twelve (12)
<br />month total. (Reference: Regulation 3, Part B, III.A4)
<br />From conveyor and processing equipment transfer points:
<br />Particulate Matter. 0.04 ton per year.
<br />PM10 (Particulate Matter<70 µm): 0.02 ton Per year.
<br />From activities resulting in fugitive particulate matter emissfons:
<br />Pariwlate Matter- Fugitive: 49.23 tons per year.
<br />PM10 (Particulate Matter<10 µm): 12.07 tons per year.
<br />Compliance with the fugitive particulate matter emission limits shall ire denwnstrated by trot
<br />exceeding the throughput limits, and by implementing the control measures for control of emissions.
<br />7. This source is subject to the New Source Performance Standards requirements of Regulation No.
<br />6, Part A, Subpart Y, Standards of Performance for Coal Preparation Plants, inducting, but not
<br />limited to, the following:
<br />a, Emissions from conveyor and processing equipment transfer points shall not
<br />exhibit opadty equal l0 20 °~, or greater.
<br />In addition, the following requirements of Regulation No. 6, PartA, Subpart A, General Provisions,
<br />apply.
<br />a. At all times, including periods of startup, shutdown, and malfund'gn, the tacs7ity
<br />and control equipment shag, to the extent practicable, be maintained and
<br />operated in a manner consistent with goal air pollution control practices for
<br />minim¢ing emissfons. Determination of whether or not acceptable operating and
<br />maintenance procedures are being used will be based on infommation available to
<br />the Division, which may include, but is not limited to, monitoring results, opacgy
<br />observations, review of operating and maintenance procedures, and inspection of
<br />the source. (Reference: Regulation B, Part A General Provisions from
<br />40CFR60.11
<br />b. No artide, machine, equipment or process shalt be used to conceal an emission,
<br />which would otherwise constitute a violation of an applicable standard. Sueh
<br />concealment includes, but i5 not limited to, the use of gaseous diluents to achieve
<br />compliance with an opacity standard or with a standard, which is based on the
<br />concentmfion of a pollutant in the gases discharged to the atmosphere. (§ 60.12)
<br />c. Records of startups, shutdowns, and malfunctions shall be maintained, as
<br />requ'mred under § 60.7.
