PARTI
Page No. 9
Permit No.: CO-0038342
A summary report in the form of a 16tter shall be submitted to the Permits Unit by October 31.2005. This report shall
include all individual sample results collected over the twelve month period. If sampling is incomplete because no
dischazge occuaed during part or all of the period, this shall be noted in the report If sampling has not yet been
completed by this date, this twelve time analysis requirement shall continue until twelve samples have been collected and
analyzed and the results have been submitted to the Permits Unit,
Outfall Parameters
002 total recoverable (TR) azsenic, potentially dissolved (PD) cadmium, TR trivalent chromium, PD
copper, TR iron, PD manganese, total merctiry, PD lead, PD nickel, PD selenium, PD silver, and PD
zinc
If the monitoring shows that there is a reasonable potential for any of these parameters to cause exceedence of the
applicable water quality sandads, the permit may be reopened to add limits and/or monitoring subject to public notice
requirements.
C. DEFINITIONS OF TERMS
1. "Chronic lethality" occurs when a statistically significant difference, at the 95% confidence level, occurs in the chronic test
between the mortality of the test species in 100% effluent (the chronic PJVC =100%) and the control.
2. "Composite" sample is a minimum of four (4) grab samples collected at equally spaced two (2) hour intervals and
proportioned according to flow.
3. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures
provides measurements.
~4. "Daily Max;m„m limitation" means the limitation for `,::is pazameter shall be applied as an instantaneous maximum (or, for
pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any individual
sample. DMRs shall include the maximum (and/or *r~;Tt~**n,m) of all instantaneous values within the calendaz month. Any
instantaneous value beyond the noted daIly maximum limitation for the indicated pazameter shall be considered a violation of
this permit.
5. "Dissolved (D) metals fraction" is defined in the Basic Standards and Methodologies for Surface Water 1002-31, as that
portion of a water and suspended sediment sample which passed through a 0.40 or 0.45 UM (micron) membrane filter.
Determinations of "dissolved" constituents aze made using the filhate. This may include some very small (colloidal)
suspended particles which passed through the membrane filter as well as the amount of substance present in tine chemical
solution.
6. "Grab" sample, is a single "dip and take" sample so as to be representative of the parameter being monitored.
7. "in-situ" measurement is defined as a single reading, observation or measurement taken in the field at the point of discharge.
8 "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring
facilities.
9. "Potentially dissolved (PD) metals fraction" is defined in the Basic Standards and Methodologies for Surface Water 1002-31,
as that portion of a constituent measured from the filtrate of a water and suspended sediment sample that was first treated with
nitric acid to a pH of 2 or less and let stand for 8 to 96 hours prior to sample filtration using a 0.40 or 0.45-UM (micron)
membrane filter. Note the "potentially dissolved" method cannot be used where nitric acid will interfere with the analytical
- procedure used for the constituent measured.
10. "Quarterly measurement frequency" means samples maybe collected at any time during the calendaz quarter if a continual
discharge occurs. If the dischazge is intemuttent, then samples shall be collected during the period that dischazge occurs.
11. "Recorder" requires the continuous operation of a chart and/or totalizer (or drinking water rotor meters or pump hour meters
where previously approved.)
12. "Seven (7) day average" means, with the exception of fecal coliform bacteria, the arithmetic mean of all samples collected in
a seven (7) consecutive day period. For fecal coliform bacteria, it is the geometric mean of all samples taken in a seven (7)
INDperBP.doc
Revised 06/09/04
