Such seven (7) day averages shall be calculated for all calendar weeks, which are defined as <br />beginning on Sunday and ending on Saturday. If the calendaz week overlaps two months (i.e. the Sunday is in one month and <br />the Saturday in the following month), the seven (7) day average calculated for that calendaz week shall be associated with the <br />month that contains the Saturday. Samples may not be used for more than one (1) reporting period. (Not applicable to fecal <br />coliform determinations.) <br />13- "Thirty (30) day average" means, except for fecal coliformbacteria, the arithmetic mean of all samples collected during a <br />thirty (30) consecutive-day period. For fecal coliform bacteria, it is the geometric mean of all samples collected in a thirty <br />(30) day period. The permittee shall report the appropriate mean of all self-monitoring sample data collected during ffie <br />calendaz month on the Dischage Monitoring Reports. Samples shall not be used for more than one (1) reporting period. <br />14. "Total Metals" means the concentration of metals determined on an unfiltered sample following vigorous digestion (Section <br />4.1.3), or the sum of the concentrations of metals in both the dissolved and suspended fractions, as described in "Manual of <br />Methods for Chemical Analysis of Water and Wastes," U.S. Environmental Protection Agency, Mazch 1979, or its equivalent. <br />15. "Total Recoverable Metals" means that portion of a water and suspended sediment sample measured by the total recoverable <br />analytical procedure described in "Methods for Chemical Analysis ojWater and Wastes, " U.S. Environmental Protection <br />Agency, Mazch 1979 or its equivalent. <br />16. "Visual" observation is observing the dischazge to check for the presence of a visible sheen or floating oil. <br />17. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 25-8-101 et <br />al.) <br />Additional relevant defmitions aze found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et seq., the Colorado <br />Discharge Permit System Reg<<!a:'crr, Regulation 61 (5 CCR 1002-61}and other applicable regulations. <br />D. SPECIAL REQUIl2EMENTS <br />• 1. Materials Containment Plan <br /> <br />Pursuant to Sections 61.8(3)(8) and (r) of the Colorado Discharge Permit System Regulations, the permittee is required to <br />submit a Materials Containment ?lan, Suc:, > plate -.,-ras previously submitted to the Division. An update of the plan shall be <br />submitted to the Division within ninety (90) days after the effective date of this permit and must be implemented. The update <br />of the plan shall include changes in the information and procedures for the prevention and containment of spills of materials <br />used, processed or stored at the facility which if spilled would have a reasonable probability of having a visible or otherwise <br />detrimental impact on'..aters of the Sate ~~ ~. T.:e :pca:zd plan s; a': -.c:uaz, but not necessarily be limited to: <br />a. An updated history of the spills which have occuaed in the three (3) years preceding the effective date of this pemmt. <br />The history shall include a discussion on the cause of the spills and a the preventative measures designed to eliminate <br />them from reoccumng; <br />b. An update of the reporting system which will be used to notify, at a minimum, responsible facility management, the <br />Division, the Environmental Protection Agency, downstream water users within 5 miles downstream of the facility, and <br />local health officials; <br />c. A description of any changes in the preventative facilities (including overall facility plot) which prevent, contain, or treat <br />spills and unplanned discharges; - <br />d. A current list which includes the volumes or quantities of all materials used, processed, or stored of the facility which <br />represent a potential spill threat to surface waters. The location of stored material shall be indicated on the facility plot <br />submitted for item c; <br />e. An implementation schedule for additional facilities which might be requred in item c, but which are not yet operational; <br />£ A current list of available outside contractors, agencies, or other sources which could be utilized in the event of a spill ' <br />order to cleanup its effects. If the facility is capable of handling spills in-house, this shall be documented in the plan; <br />g.
