Central Appalachia Mining, LLC <br />Permit No. 99GA0684 <br />Initial Approval Cobrado bepartment of Public Heath and Environment <br />Page 2 Air Pollution Contrd DNision <br />Particulate Matter. 10.0 pounds per day and 0.75 tons per year. <br />PM10 (Particulate Matter<10 µm): 3.0 pounds per day and 0.23 tons per year. <br />Compliance With the yearly emission limits shall be determined on a rogtng iweNe (12) month <br />total. <br />The permit holder shall calculate emissions monthty and keep a compliance record on site in <br />order to demonstrate compliance with the above emission limitations. After the first lweNe (12) <br />months of operation, the permit holder shat celarlate annual errussbns by the end of each month. <br />Annual emissions shall be plcrrlated based on the previous twelve (12) months' emisson data. <br />These calculated annual emissions shall be used to demonslrate compliance with the yearly <br />emission limit listed stave.. <br />5. This source shall be limibad to a maximum production rate as listed below and all other activities, <br />operational rates and numbers of equipment as stated in the application- Monthly records of the <br />actual production rate shag be maintained by the applicant and made available to the DNision for <br />inspection upon request (Reference: Regulation 3, Part B, III.A.4) <br />Screening of coal shall not exceed 8,000 tons per day and 1,200,000 rons per year. <br />Compliance with the yearly production limits shag be determined on a rolling lweNe (12) month <br />fatal. <br />6. Screen shall be endosed and spray bars shall be used if material moisture content is insuifident <br />to control partiwlate emissions. <br />7. A Revised Air Pollutant Emissgn Notice (APEN) shall Ix: filed: (Reference: Reg. 3, Part A,II.C) <br />a. Annually whenever a sgnificant increase in emissions occurs as follows: <br />For any criteria pollutant: <br />For sources emitting less than 100 tons per year, a change in actual emissions of five <br />tons per year or more, above the level reported on the Last ADEN submitted; or <br />For any non-criteria reportable pollutant: <br />If the emissions increase by 50°,y or five (5) tons per year, whichever is less, above the <br />level reported on the last APEN submitted to the Division. <br />p. whenever there Is a change in the owner or operator of any facgity, process, ar activity; or <br />c. whenever new control equipment Ss installed, or whenever a different type of control <br />equipment replaces an existing type of control equipment; or <br />d. Whenever a permit lirrxlatlon must be modified; or <br />e.
