when the facility begins operations, or when the general permit certification is issued, whichever is later,
and updated as appropriate.
SWMP Certitiration. Aay person signing a certification on the completion of the SWMP shall include
the following language:
'I certify under penalty of law that a complete Stormwatrr Management Plan, in compliance with PaR
I.C of the permit, has been prepared and implemrated for my facility. Beaed an my inquiry of the
person or petaema who manage the system, or those persons directly responsible for gathering the
information, the Stormtvater Maoagemeat PLm is, to the best of my ]mowledge sad belief, true, accurate,
and complete, sad implemented as written. I am aware that there are significant penalties for falsely
certifying the completion of said SWMP, including the possibility of fine sad imprisonment for lmowing
violations.'
Prohibition of Non~tormwata Discharges
a. Except as provided in paragraph b, below, all discharges authorized by this permit sball be composed
entirely of stormwate. Discharges of muerial other then stormwater must be addressed in a separate CDPS
permit issued for that discharge.
b. Discharges from the following sources that are combined with atormwater discharges associated with light
industrial activity may be authorimd by this permit, provided that the non-stormwater component of the
discharge is identified in the SWMP (sae Part I.C.2.c.4 of the permit): fire fighting activities, springs, or
• landscaping irrigation tettrm flow.
8. Recordkeeping and Internal Renoriin¢ Protpdturs
The permittee shall identify procedures for recordkeeping and internal reporting.
9. Emolovee Education
The permittce shall develop and implement employee education programs to inform personnel at all levels of
responsibility of the components and goals of We SWMP. Education should address topics such as spill response, good
housekeeping and material management practices. The permittx shall identify periodic rates for such instruction.
MONITORING AND REPORTING

discharge.
Failure to submit the reports as required in either Part I.D.3 or I.D.4 shall constitute a violation of the permit and may
constitute grounds for rr:vacation of the permittee's authority to discharge order the permit.
2. Sam~lin¢
Sampling and testiog of stormwater for specific parameters under Part I.C is not required on a routine basis under this
• permit. However, the Division reserves the right to requite sampling sad testing beyond this, on a case-by-case basis,
at any facility covered by this permit, in the event that there is reason to suspxt that compliance with the SWMP is a
problem, or to ^r^p~M the effecdvmesa of the BMPs in removing pollutants in the effluent.
