0
occasionally in the north facing slope also. These slopes are
compatible with safe livestock grazing, with no need for traversing
with farm machinery. Since the site's slopes are primarily north facing
they are easier to re-vegetate due to better moisture retention.
Mulching and intensive, managed seeding are also positive factors for
successful range grass establishment.
9) Before resuming mining under this 112 permit (Initial Phase),the
south-central overburden stockpile from previous operations shall be
transferred for permanent disposal to the west worked-out pit area, and
spread evenly to level-up that floor area on a very shallow drainage
gradient to the northeast comer. Outfall of stormwater at that comer
shall be filtration dam controlled per the site's State-required "Storm
Water Management Plan"(SWMP). Steep headwalls from completed
excavation of previous operations in that portion of the site have been
previously slope-reduced, finish-graded, and topsoiled.
The north-central overburden stockpile shall also be permanently
disposed of in an embankment fill within the depression in the
northwest quarter of the site, before the completion of Secondary
Phase excavations. Excess overburden stripped from newly excavated
areas under this permit (not utilized for headwall slope-reduction)
shall also be disposed of in that northwest depression.
Upon completion of the gravel extraction in the south-central (initial
excavation) area, west of the existing excavation, the remaining
mining area to the north shall be stripped of topsoil and overburden.
Overburden shall be backfilled into the recently excavated initial exc
area to reduce the steep headwalls to a finished 2 to 1 grade. Excess
overburden shall be added to the overburden stockpiles at the west end
of the site. Topsoil shall be added to the topsoil stockpiles at the site's
west boundary. After completion of all mining in the permit area, any
remaining stockpiled overburden shall be placed as needed against any
remaining steep headwalls of the worked-out excavation to reduce
backslopes or bulldozed into and flattened out across the pit floor.
(3.1.7) & 13.1.71 Water Considerations—Nucla C-C Ditch shall supply operations
water from Weimer Ranch rights leased to the operator; no ground
resources are to be affected
13.1.71 Wildlife—not applicable, no special considerations necessary
13.1.91 Topsoiling — Stockpiles of topsoil from previous operations and all surface
soils stripped from excavation or disposal areas shall be salvaged and stockpiled
along and inside of the south and west boundaries of the permit area. Critical area
seeding shall be broadcast onto the stockpiles for interim protective vegetative cover.
16
