• which extends from an existing permitted light use road. A maxi- <br />mum of one rock dust supply truck per reek rill require access to <br />the storage facility. <br />The location of the proposed light use road, pad area, storage <br />tank and power 11ne are depicted on attached Exhibit 1: Rock Dust <br />Storage Tank Facility Nap. <br />Description of Activities <br />1. Pad Area and Tank Footers Construction <br />The proposed pad area for the rock dust storage facility will <br />be located on a gently sloping plateau. No surface drainages <br />exist in the area planned for the pad.. Because of the <br />gentle, steady slope of the terrain, no cut and fill will be <br />required for pad construction. Topsoil in the pad area will <br />be stripped to a depth of approximately 12 inches using a <br />small dozer and loader. This topsoil will be hauled to the <br />designated stockpile located west of the refuse pile. Total <br />earthmoving is expected to be less than 250 cubic yards. <br />pad surfacing will consist of approximately 8 to 10 inches of <br />pit-run road base and red ash materials. Acid or toxic <br />,~ forming substances will not be used for pad 6urfacing. Berms <br />• will be constructed on the three sides of the pad not ad- <br />joining the road access for erosion and runoff control. <br />The final grading of the pad area will slope to the east in <br />conformance with the existing topography. All drainage from <br />the area rill be due to precipitation with no mixture of <br />suzface runoff. This drainage frao the 0.14 acre pad will be <br />contained within the bermed area. Since the drainage from <br />the pad is very small and there is no potential for unex- <br />pected rater to enter the area, EFCI requests an exemption to <br />provide full scale sediment control as provided for in Sec- <br />tion 4.05.213)(b)(i) of the Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining. <br />Upon completion of the pad area, a small concrete pad approx- <br />imately 12 feet by 12 feet by 6 inches thick will be con- <br />structed around the borehole. Concrete footers approximately <br />two feet in height will be formed on the pad for tank sup- <br />ports. The tank will be erected onto the footers and held in <br />place by bolts set into the four footers. <br />2. Light Use Road Construction <br />Access to the rock dust storage facility will be on a <br />proposed light use road. Truck access to the facility will <br />originate from County Road 92, at the Mine Site, onto the <br />• refuse pile access road (approxiamately 1,200 feet), then <br />onto the light use road to Substation No. 2 (approximately <br />1,000 feet).
