• Energy Fuels Coal, Inc. <br />Southfield Mine <br />Rock Dust Storage Tank Facility <br />Introduction <br />Energy Fuels Coal, Inc. ('EFCI") plans to construct a rock dust <br />storage tank facility during the autumn of 1987 to provide bulk <br />storage and direct underground distribution of rock dust. The use <br />of bulk rock dust and a borehole unloading system will improve the <br />efficiency of mine rock dusting operations and mine safety by <br />virtue of more rapid distribution of rock dust to the working <br />areas. Improvements necessary for construction of the storage <br />tank facility include construction of a graveled pad around the <br />tank, concrete support footers, a light use access road, overhead <br />power lines and a cased borehole. The facility site is located <br />within the boundaries of Colorado Mining and Reclamation Permit <br />No. C-81-014 on privately owned land controlled by Energy Fuels <br />Coal, Inc. <br />Location and Facility Description <br />The location of the proposed storage tank facility is shown on the <br />attached Exhibit 1: Rock Dust Storage Tank Facility Location Map, <br />in the NE 1/4 Section 25, T.20S., R.70W., 6th P.M. The site is <br />• , also depicted as 'R-1' on map Exhibit lA in the 1987 Exploration <br />and Development Drilling Program Ninor Revision Request. <br />The 100-ton capacity storage tank will stand vertically, anchored <br />to support footers and positioned directly over the borehole. The <br />ground to top of the tank overall height will be approximately 32 <br />feet, with a tank diameter of 11 feet. The 6 inch pipe from the <br />bottom of the tank will couple directly to the 6 inch steel casing <br />in the borehole. Construction of the borehole consists of initi- <br />ally drilling an 11 inch diameter hole a total depth of 440 feet <br />into the mine opening. Two pipes will then be placed the full <br />length of the borehole: the 6 inch diameter rock dust transfer <br />pipe and a 2 inch diameter electrical conduit pipe. When placed, <br />the pipes will be cement grouted their full length in the borehole <br />for long term protection and to seal off any groundwater. <br />Electrical power will be required at the storage tenk facility for <br />operation of a small compressor, a feeder/valve assembly and bin <br />indicator lights. A proposed overhead power line will extend from <br />the existing power line (to the mine) to the storage tank site for <br />a distance of approximately 300 feet. <br />A pad area will be constructed between the access road and the <br />storage tank to allow access and turn-around capability for the <br />rock dust supply trucks. The proposed pad will be surfaced with <br />• gravel and be approximately 50 feet wide and 125 feet long. Road <br />access to the storage site will be provided by construction of <br />approximately 770 feet of proposed light use road. Construction <br />of the road will involve improvement of an existing ranch road <br />
