4 <br />• possibilities, the power line survey corridor was widened to include all of the azea from the power <br />line corridor southeast to a point 100 feet southeast of either the existing two-track or the creek, <br />whichever was farther. Survey was discontinued at the fence line at the mouth of Cow Canyon. <br />No pedestrian survey was conducted along these corridors on the valley floor of the <br />Picketwire Valley, due to a complete lack of surface visibility. A reconnaissance of areas on the <br />south side of State Highway 12 across from Cow Canyon was conducted to determine if historic <br />structural remains were present in this area. No other survey is recommended for the power lines. <br />Physical impacts aze expected to consist only of the auger holes excavated to place poles. In lieu <br />of pedestrian inventory for the water line, an open trench inspection is recommended for that portion <br />of the water line located on the Picketwire Valley floor. MAC also recommends that a discovery <br />plan be prepazed and approved prior to the open trench inspection, so that treatment of any <br />discoveries in the inspection can begin promptly and be conducted in a fashion that minimizes or <br />eliminates the potential for disruption of construction. <br />Two new sites (SLA7727 and SLA7728) and three new isolated finds were found in the <br />power line and water line survey azeas. In addition, the power lines will cross the Colorado and <br />Wyoming Railroad (SLA7112). Finally, the original alignment of the P3 portal power line comes <br />within about 400 feet of SLA1966, a previously recorded historic church associated with Medina <br />Plaza. SLA7727 is a very spazse lithic scatter and eroding hearth feature that was tested. It is <br />recommended to be not eligible for inclusion on the National Register based on a lack of integrity, <br />• lack of significant data and lack of potential for additional materials in buried and datable contexts. <br />This site may be impacted by water line construction, depending on the final placement of the line. <br />SLA7728 is a ]ithic debitage and tool scatter located in shallow sediments overlooking Cow Canyon <br />and the Picketwire Valley. The presence of shallow deposition, and some diversity in the small <br />artifact assemblage leave some potential for the presence of additional significant information in <br />shallow buried contexts at this site. The site was not tested. It is recommended to be potentially <br />eligible for inclusion on the National Register. [t is located on the edge of the power line survey <br />corridor, and does not appear to be in a position to be impacted by construction of the power line. <br />The historic railroad, SLA7112, has been recommended to be eligible for the National Register <br />(Spath 1996). Two new segments aze recorded for this project, SLA7112.2 at the mouth of Lorencito <br />Canyon, and SLA7112.3 at the mouth of Cow Canyon. Both segments aze recommended to <br />contribute to the overall site's eligibility due to physical integrity and integrity of setting. The <br />proposed power lines will each cross one of these segments. There will be no physical impacts <br />resulting from this, and visual impacts will not present a significant intrusion on the integrity of <br />setting. SLA1966, a previously recorded historic adobe church associated with Medina Plaza, is <br />within about 400 feet of the original alignment of the proposed P3 power line. SLA1966 has been <br />recommended by its original recorders to be not eligible by itself, but might be considered a <br />contributing element of a multiple properties nomination of churches in the Picketwire Valley <br />(Bridget Ambler, OAHP, personal communication, August 1997). MAC also recommends that the <br />church might be considered a contributing element to a district covering Medina Plaza. <br />. The following recommendations thus apply to the water line and power line. Cultural <br />resource cleazance is recommended for the power line extending from the load out to the mine permit <br />boundary. Several cultural resources within the load out survey block may be impacted, but all are <br />
