3 <br />• In the azea of sedimentation ponds 002 and 003 and fill azeas 2 and 3, no cultural resources <br />were found. Access to these azeas can come either from the P3 haul road in Cow Canyon, the P3 <br />haul road above Cow Canyon, or from azeas above the proposed pond locations to the south and <br />southeast, in the surface mine area. No eligible or potentially eligible sites aze located in any of <br />these areas, with the exception of SLA7181, recommended for avoidance concerning the P3 haul <br />road. <br />In the area of sedimentation pond 005 and fill azea 5, no cultural resources were found. <br />Access to this area can come from either the P3 portal azea, or from areas to the south in the surface <br />mine area. No eligible or potentially eligible sites are located in any of these areas. <br />In the azea of sedimentation ponds 008 and 009 and fill azea 8, one prehistoric site, SLA7729, <br />and four prehistoric isolated fmds (SLA7733-7736), were found. The site consists of several flakes, <br />a hammerstone, metate fragment and core, found on an eroding surface with less than 20 cm <br />deposition over bedrock. SLA7729 is recommended to be not eligible for the National Register <br />based on the lack of significant information potential, and the lack of potential for additional <br />materials in buried and datable contexts. The access to these azeas must come from the south in the <br />surface mine azea, and should not extend out the adjacent ridge systems farther than the boundazies <br />of the inventory azea. Access out to the Picketwire Valley floor was not considered. <br />In the azea of sedimentation ponds 001 and 007, most of which has already been covered in <br />• adjacent survey azeas for the surface mine and the P3 haul road, one new isolated find was recorded, <br />and two sites recorded during the 1996 inventory occur (SLA6966 and 6967). Both of these sites <br />have been recommended to be not eligible for the National Register. Other sites outside the present <br />survey block, but that might be affected by the proposed ponds, include SLA7367, SLA7374, and <br />SLA7369, all of w}rich aze also recommended to be not eligible. Access to these ponds should come <br />from the north from the P3 haul road. Access should not come up the floor of Jeff Canyon, since <br />the lower part of Jeff Canyon has not been surveyed; nor should it come from the surface mine azea <br />to the south, since several potentially eligible and eligible sites occur in this azea. <br />Cultural resource cleazance is recommended for sedimentation ponds 001, 002, 003, 005, <br />007, 008, and 009, and fill azeas 2, 3, 5, and 8, as described, and with the conditions specified <br />concerning access. <br />Power Lines and Water Line <br />Single pole power lines are proposed to extend to the P3 portal and the load out. These will <br />come from existing power lines on the north side of the Picketwire Valley. Only those portions of <br />the proposed power lines that fall within the mine permit boundary are considered here. A water line <br />is proposed to run from the Purgatoire River to the P3 portal, generally pazalleling the P3 portal <br />power line. A 200-foot-wide corridor was surveyed for the power line in Cow Canyon (to the P3 <br />• portal). This corridor was widened to the southeast to also include the proposed water line corridor. <br />The exact placement of the water line is undetermined at this time, though it has been suggested that <br />it will be laid along the Cow Canyon creek channel or the existing two-track road. To cover these <br />
