2 <br /> <br />Manaeement Recommendations <br />The cultural resources inventory of the proposed sedimentation pond, fill azea, power line <br />and water line facilities resulted in the discovery of three new prehistoric sites, and eight new <br />prehistoric isolated finds (Tables, Appendix B). In addition, two prehistoric sites recorded during <br />the 1996 field season fall within one of the project azeas, two segments of the historic Colorado and <br />Wyoming Railroad were recorded, and a historic adobe church falls neaz one of the proposed <br />facilities. With the exception of the railroad, one of the newly recorded prehistoric sites, and the <br />historic church, all of the cultural resources aze recommended to be not eligible for inclusion on the <br />National Register. The Colorado and Wyoming Railroad, SLA7112, is recommended to be eligible <br />for inclusion on the National Register based on its integrity and association with significant <br />historical and economic events of the late 19th and eazly 20th century in the region. Both segments <br />recorded here aze recommended to be considered contributing elements to the eligibility of the <br />overall site. However, proposed developments will not significantly detract from the qualities that <br />cause these segments to be considered contributing. Site SLA7728 is recommended to be potentially <br />eligible. It is recorded in the survey corridor for the P3 portal power line, but appeazs to be outside <br />the actual alignment of the power line. Avoidance is recommended. If the site cannot be avoided, <br />testing is recommended to detennine eligibility. The historic church, SLA1966, lies neaz the <br />proposed alignment of the P3 portal power line. This church is presently unevaluated, and has been <br />considered as a possible contributing element to a multiple properties treatment of historic churches <br />in the Picketwire Valley, and may also be a contributing element to a district designation for Medina <br />• Plaza. A realignment of the proposed P3 power line is recommended to place this power line a <br />greater distance from the church. <br />Cultural resource cleazance is recommended for the proposed developments, with the <br />following conditions: 1) SLA7728 is avoided; 2) an open trench inspection occur of the water line <br />on the Picketwire Valley floor, with an appropriate treatment plan in place for dealing with <br />discoveries; 3) the power line corridor for the P3 portal be rerouted as described to avoid proximity <br />to SLA1966, a historic church; and 4) all newly constructed access to any of these facilities occurs <br />within azeas already surveyed and according to the conditions specified below. <br />Sedimentation Ponds and Fill Areas <br />Sedimentation ponds and fill azeas for the surface mine aze proposed for azeas in drainages <br />wholly or partially below the 7000 foot contour line which has served as the boundary of the surface <br />mine survey azea. Sedimentation ponds 002 and 003 and fill azeas 2 and 3 aze in small drainages on <br />the south side of Cow Canyon above the P3 portal. Sedimentation pond 005 and fill azea 5 aze in <br />a small drainage on the south side of the Cow Canyon just below the P3 portal. Sedimentation ponds <br />008 and 009 and fill azea 008 are in small drainages that empty directly to the Purgatoire River, just <br />downstream of Cow Canyon. Sedimentation ponds 001 and 007 are in Jeff Canyon. These four <br />azeas were covered by irregular block surveys focusing on all azeas identified for direct impact, along <br />• with sufficient surrounding terrain to provide for access and a reasonable buffer <br />
