Banks and Gesso, LLC <br />West Mine shall be completed as a wet mining operation with continual pumping of <br />groundwater from the mine to the adjacent ditch. As the aggregate reserves are <br />depleted, claystone material shall be excavated to an elevation of 4758' and stockpiled <br />within the limits of the East Mine. The claystone needs to be excavated to an elevation <br />of 4758' within the limits of the soil liner or 68' outside of the toe of the soil liner. The <br />claystone material shall have a 30' wide key trench excavated to an invert elevation of <br />4755' at the toe of the soil liner. The required volume of claystone material for the liner <br />construction is approximately 26,500 yd3. <br />Once all aggregate reserves are mined from the West Mine, the north and south ends of <br />the mine shall be back-filled with overburden material. The fill placement shall be <br />performed in one foot lifts with a moisture content ranging from 1% dry - 3% wet of <br />optimum and compacted at a minimum of 95% of the max dry unit weight. The proctors <br />shall be completed per ASTM D 698 at a rate of 1 test per 5,000 yd3 of placed fill. The <br />outer limit of the soil liner shall be marked to indicate the point at which the fill material <br />shall be a blended fill of overburden and claystone and the moisture content and <br />compaction requirements shall be the same as for the placement of the overburden <br />material to the north and to the south of the West Mine limits. The volume of soil liner <br />material is estimated to be 50,000 yd3 and the volume of overburden material placed <br />between the Mine walls and the soil liner is approximately 88,790 yd3. <br />Phase IV -Topsoil Replacement <br />The final Phase IV of mining operations at the Raindance Mine shall involve the <br />placement of topsoil along any slope that is to be revegetated per the Reclamation Plan. <br />The main areas to have topsoil placed are the cut slopes from the existing grade to the <br />crest of the reservoirs. It is anticipated that all topsoil stockpiled shall be used on the <br />project for reclamation and revegetation of cut and fill slopes along the reservoir or haul <br />road. A surplus of approximately 139,380 yd3 of overburden material will be exported <br />from the site and used as structural fill elsewhere. <br />It is expected that mining and reclamation will be completed within 3-5 years of permit <br />approval, depending on market conditions. <br />Raindance Sand and Gravel Mine March 18, 2004 <br />Hilltop Aquatic Investments, LLC ]~ 04001 <br />
