<br />The applicant states that no improvements to existing roads are planned. However, it is also <br />stated that 500 tons of dolomite overburden will be removed and be used for road fill on site. The <br />Division considers this activity a significant improvement to the road, and therefore, will need to <br />be included in the permit area. In addition, the applicant will need to provide additional detail <br />regarding the placement of road fill, slope configuration, compaction information, a cross section <br />and a reclamation plan. <br />According to the mine plan maps, the quarry will be located in a portion of Lykins Gulch. Please <br />specify if surface water will be intercepted during the operation and describe how the mining will <br />affect the quantity and quality of the surface water. The applicant will need to describe the <br />measures to be taken to minimize the disturbance to the hydrologic balance, prevent off site <br />damage, and provide for a stable configuration of the reclaimed area. If surface water structures <br />are planned (such as diversion ditches, and storm water runoff controls) it must be stated so in the <br />application and included on the maps. <br />On page 1 of the Application Form, the applicant states that 9.9 acres are permitted. However, <br />the submitted maps depict a permit are of 9.0 acres. Please clarify the 0.9-acre discrepancy. <br />4. Rule 6.3.4 Exhibit D- Reclamation Plan Please address the following items; <br />The applicant states that overburden will be stockpiled on site to be used for final reclamation. If <br />piles are stockpiled on site for greater than one year, a temporary seed mixture must be applied to <br />protect the material from wind and water erosion. The Division recommends a temporary cover <br />on stockpiled material and affected areas that can sustain the growth. The Division recommends <br />a combination of 2-3 of the species noted below be applied on the stockpiled material at a rate of <br />l5 IbsJacre. <br />- Western Wheatgrass <br />Smooth Bromegrass (or Mountain Brome) <br />- Slender Wheatgrass <br />7 Sideoats Grama <br />A Intermediate Wheatgrass <br />The applicant states that the areas in white on Exhibit E-2 will not be seeded and will naturally <br />reforest on its own with seeds existing in the overburden. The problems with such a plan include <br />the invasion of noxious weeds, wind and water erosion, and sterile seeds in the <br />overburden/topsoil plies. In addition, it may take a number of year for trees to establish, thus <br />delaying any requested bond release. The applicant will need to commit to a reseeding this area <br />with an approved seed mixture prior to the establishment of trees. The applicant will also need to <br />state the type and number of tree species to be established per acre. <br />• Please state if the bottom of the gulch will be reinforced with rock material to provide a stable <br />channel configuration consistent with the proposed future land use. <br />5. Rule 6.3.5 Exhibit E- Map On Exhibit E-1, the applicant depicted Boulder County Open Space as an <br />adjacent landowner within Z00 feet of the quarry. Please describe the remaining owners of property <br />to the south, east and west of the proposed operation. Please also state the owner of the road that <br />bisects the North Quarry. <br />
