The Division of Minerals and Geology (Division) is required to make an approval or denial decision <br />no later than December ] 1, 2000, therefore, your response to the following adequacy review concerns <br />should be submitted to the Division as soon as possible. <br />1. As required by Rule 1.6.5 (2), please submit the proof of publication of the public notice circulated in <br />the local newspaper, all owners of record of surface lands that are within 200 feet of the boundary of <br />the affected land, and easement holders (including the road). Proof of notice may be return receipts <br />of a Certified Mailing or by proof of personal service. <br />2. Rule 6.2.1(2) General Reouirements of Exhibits <br />The Division is unable to locate the map prepared by your land surveyor. Please resubmit the original <br />survey map of the Lykins Gulch area to include the following; <br />• the name of the applicant, <br />• have the map signed by the registered land surveyor, professional engineer, or other qualified <br />person, <br />• give the date prepared, and <br />• provide a map scale, appropriate legend, map title, date and north arrow. <br />3. Rule 6.3.3 Exhibit C- Minin¢ Plan Please address the following items in the mining plan; <br />• The applicant states that soil in the mining site is minimal, and very little topsoil exists on site. <br />According to the Soil Survey of Boulder County Area included in the application, organic <br />material is noted up to 4 inches in depth. The applicant will need to commit to salvaging all <br />available topsoil material for use in the reclamation process. If little topsoil is available, the <br />operator will also need to commit to screening out the fines to use as a topsoil substitute. <br />In addition, the applicant will need to specify how the topsoil will be stockpiled, located the piles <br />on the map and specify how the topsoil piles will be stabilized with a vegetative cover until used <br />in reclamation. <br />
