• RESPONSE: <br />Twentymile Coal Company does not intend to remove or stockpile <br />overburden material within the Fish Creek Tipple permit area. The <br />only overburden handling remaining to be conducted are the backfilling <br />and grading operations discussed under Rule 2.05.4(2)(c). <br />(a) A surface blasting plan for the proposed permit area, <br />explaining how the applicant intends to comply with the requirements of <br />4.08 and including the following: <br />(i) Types and approximate amounts of explosives to be used <br />for each type of blasting operation to be conducted; <br />(ii) A plan for recording and retention o'. the following <br />during blasting: <br />• (A) Drilling patterns, including size, number, depths, <br />and spacing of holes; <br />(B) Charge and packing of holes; <br />(C) Types of fuses and detonation controls; and <br />(D) Sequence and timing of firing holes. <br />(iii) Description of blasting warning and site access <br />control equipment and procedures; <br />(iv) Description of types, capabilities, sensitivities, and <br />locations of use of any blast monitoring equipment and procedures proposed <br />to be used; <br />(v) Description of plans for recording and reporting to the <br />Division the results of preblasting surveys, if required; <br />• <br />2.05-20 <br />
