Therefore, performance <br />standards for stream channel diversions are not applicable. <br />5) Topsoil. A narrative exolanninq the method of removal and the <br />amount to be removed and the plan for storage of topsoil, subsoil, and <br />other material within the permit area subject to requirements of the <br />two soil removal performance standards of 4.06.2. This narrative shall <br />specify the depth of material to be salvaged from all disturbed areas based <br />on the soil information required by 2.04.9 and shall specify the volume of <br />each type of material to be salvaged. A map of any proposed storage <br />structures shall accompany the narrative. The maps shall be prepared <br />according to the requirements of 2.10. <br />RESPONSE: <br />• Twentymile Coal Company does not plan to disturb any additional land <br />within the proposed permit area. Consequently, no topsoil, subsoil or <br />other material will be removed and stockpiled in connection with the <br />operations described herein. <br />The Fish Creek Tipple and adjoining haul road were constructed prior <br />to the promulgation of regulations mandating topsoil salvage and <br />storage. Therefore, a mixture of spoils and soil materials is the <br />best alternative plant growth medium available and will be substituted <br />for topsoil, as discussed under Rules 2.04.9 and 2.05.4 (2)(d). <br />(6) Overburden. A narrative and appropriate maps explaining the <br />removal, handling and storage of all overburden material in the permit <br />area. Each narrative should include pit dimensions, overburden volumes and <br />swell factor anticipated for each phase of the proposed operation.
