The <br />vegetation and soil shows that some groundwater may be at or near <br />the surface level if not for the unusually dry year. If the <br />applic<~nt disturbs this low area and intercepts groundwater, an <br />augmentation plan will have to be developed and approved through <br />the wager court. <br />COMMENTS <br />1. Staff conducted an on-site review of the property on <br />July 13, 1989 and observed the following: <br />• The proposed site is currently rangeland (Exhibit 5). <br />• Surrounding land use includes farmland to the south <br />and rangeland to the north, east, and west (Exhibit <br />2). <br />• Nearest residence is approximately 1/2 mile to the <br />west (Exhibit 2). <br />• Two existing gravel operations are located near this <br />site. SUP #560, Pueblo County Nepesta Hills Pit, is <br />located approximately 1.5 miles to the east. SUP <br />#572, Martin Sand and Gravel, is located <br />approximately 1 mile to the west (Exhibit 2). <br />2. Section 36(f) of the Pueblo County Zoning Resolution <br />establishes the findings the Planning Commission must <br />make in its approval of a special use permit. Following <br />is a listing of those findings with staff's comments <br />indented thereafter. <br />(a) The requested use is a use listed as a Special <br />Permitted Ose in the district in rhich the parcel <br />is located. <br />• "Extraction and Processing of Natural Deposits" <br />and "Hot Mix Plant" are listed as a <br />Use-By-Review in the A-1 Zone District. <br />(b) ?he granting of the Special Ose appeal rill not <br />substantially modify the Land Ose plan or the <br />intent, purpose and spirit of this resolution. <br />
