6-11-1999 11:28AM FROM ADCO/BAYER/CHEROKEE 303 452 d515 P.d <br />• • <br />(D) A statement will be added in Exhibit D -Mining Plan and Exhibit L - <br />Reclamation Costs that a uchnical revision and an increase in bond will be <br />processed at such time as the flood management designs are approved by <br />UD&FCD, and that no mining will occur within 400' of the riverbank as <br />determined by UD&ECD, until such a technical revision is processed. Tn <br />addition, on Exhibit C-2 -Mining Plan Map, this 400' setback line will be <br />revised to reflect UD&FCD comment's on the location of this setback <br />8. We don't understand why CAMAS would be responsible finandally for the <br />County installing a 6' chain link fence in a defined easement as part of their <br />trail's construction in an azea not proposed for mining. The County's regulations <br />require a 6' chain link or similar fence between the trail and the mining area, and <br />as a condition of the granting of the easement to the County for the trail, the <br />County agreed to install the fendng. Just as Sinclair, for instance, can obviously <br />maintain or even replace their pipeline in anon-mining area without CAMAS <br />having to post a bond, why would a bond be even a consideration for the County <br />to install their fendng and trail? <br />9. Tuttle Applegate will provide some general standards and descriptions of measures <br />that will be undertaken fot bank stability, and these will be included in Exhibit <br />E -Reclamation Plan. <br />10. In Exhibit D -Mining Plan, we will describe measures for topsoil salvage, <br />including the shape and maximum size of topsoil and overburden stockpiles, <br />methods for stabilization, and describe the location of where topsoil and <br />overburden stockpiles will be temporarily placed during phased mining and <br />reclamation. In addition, we will provide a representative cross-section showing <br />the location of working temporary overburden and topsoil stockpiles in the <br />setback areas to I3xhibit C-2 -Mining Plan Map. <br />11. In Exhibit D -Mining Plan, we will provide the location and amount of the <br />maximum overburden and topsoil amounts needed for reclamation during the <br />maximum disturbance, which will be for the combined Phase 2 and Phase 3 area. <br />In addition, we will show the location and amount of reserve topsoil and <br />overburden stockpiles for all phases on Exhibit C-2 -Mining Plan Map. <br />4 <br />
