EXHIBIT E <br />Sunbeam Pit #l -Reclamation Plan <br />The Sunbeam Pit # 1 will provide "pit-run' ,road-base, and asphalt gravel materials for <br />Moffat County's highway maintenance requirements in the Maybell Area. Some of these <br />products will be screened, crushed and stored on the property for future use. <br />Whenever it is practical, the operator will grade the mined-out portions of the excavation <br />area, however, because some materials may be stored in the disturbed area, the final <br />grading and application of the topsoil will not be undertaken until the whole pit is ready <br />for reclamation. Moffat County will stabilize the topsoil stockpiles, and reclaim the <br />affected area with the standard seed-mix formula in Exhibit E-1 attached to this plan. <br />Specific Reclamation Information: <br />1. Moffat County does not expect to have to store much overbwden. If such storage <br />is necessary, the stockpiles will be stabilized and protected in the same manner as <br />the topsoil. <br />2. The maximum gradient of all of the reclaimed slopes will be 4:1 (horizontal to <br />vertical). <br />3. The operator wit) be working around power poles owned by the Yampa Valley <br />Electric Association. In order to protect the integrity of the power-line Moffat <br />County will not mine gravel under the line, and will leave a IS' buffer zone on <br />each side of the center of the existing line for continued access to the line. <br />4. The future use of the affected area will be rangeland. <br />5. The operator will replace 6" to 12" of topsoil on the disturbed and graded areas, <br />and will apply the approved seed-mix formula as specified in Exhibit E-I. <br />6. The topsoil will be disked to bind it into the sub-soil and it will either be drilled <br />''/z" to 1"deep in the prepared seedbed, or, the seed will be broadcast at the rates <br />specified in Exhibit E-1. If broadcast, the seed shall be raked or harrowed after <br />application. <br />7. Mulch and fertilizer will not be effective in this soil type; therefore they will not <br />be used. <br />8. Moffat County and the Division of Minerals and Geology have adopted the seed- <br />mix formula for all of the County Road Department's gravel pits. (See Exhibit E- <br />1)This formula was adopted from recommendations by the Soil Conservation <br />Service, BLM Range Specialists, County Extension Agent, Division of Minerals <br />Reclamation Specialists, and Moffat County's own experienced personnel. <br />Exhibit E -Reclamation Plan <br />
