Surface mining will occur in any of the three Excavation Zones as shown on Exhibit C-4. <br />There are two mining procedures. In the first procedure the operator will use 5-yard <br />front-end loaders to excavate along a vertical face, and to transport the material to the <br />crushing and screening plant. Two products will be processed and stockpiled by this <br />method: (l) Road-base materials (2) Asphalt Gravel. The second mining procedure <br />will be for "pii-run" materials. This sand and grave] will be loaded onto trucks and <br />transported ot~ site to construction projects in the county highway system as needed. In <br />all cases, during periods of inactivity, the vertical mining face will be sloped back for <br />safety reasons. <br />Moffat County may put an asphalt batch-plant onto the property for neighborhood paving <br />projects. Otherwise, there will be no acid forming or toxic producing materials to address. <br />There will be no washing or chemical processing plants on the site. The operation will <br />not impact the hydrologic balance or create off-site damage. The disturbed areas will be <br />re-vegetated according to the reclamation plan. <br />Exhibit D (page 2) <br />
